The Provincial People's Committee Youth Union was established in February 2025, on the basis of rearranging the Youth Union of the Provincial Agencies. The Provincial People's Committee Youth Union has quickly consolidated to include 34 Youth Union bases, with more than 13,000 Youth Union members. They are young intellectuals, cadres, civil servants, public employees, students, and pupils, a force with solid knowledge and the ability to quickly access technology. As Secretary of the Provincial Youth Union, Vu Thi Thuy Linh and the Executive Committee have implemented many practical models and activities on digital transformation associated with the professional activities of affiliated youth unions. Ms. Linh initiated the model of "Youth pioneers in participating in administrative reform, building e-government", and directly worked with grassroots unions, listening, giving opinions, and working with union members to build initiatives with many specific tasks on digitizing records, improving administrative procedures, applying technology in serving people...
Thanks to that, many ideas have come into reality such as the model "Green Friday Volunteer", "QR code for Quang Ninh tourism information", "Medical incident management" software...
In particular, in response to the movement "Digital literacy for the masses", Vu Thi Thuy Linh has strongly promoted it throughout the Provincial Youth Union. Many times, she directly joined with the secretaries of the grassroots Youth Union and Youth Union members to support people in installing and instructing them on how to use online public services, electronic identification, online payment, etc. The youth volunteer teams of the Provincial Youth Union have actively responded to the campaign "90 peak days of launching propaganda, instructing on administrative procedures, removing difficulties and obstacles in the implementation and operation of 2-level local governments" and "30 peak days of opening digital literacy classes" launched by the Provincial Youth Union.
Not only stopping at propaganda, Vu Thi Thuy Linh also focuses on improving the capacity of young union members. Many training programs and specialized conferences on digital transformation were proactively advised and organized by her. At the end of August 2025, the Provincial People's Committee organized a seminar "Party with Youth - Youth with the Party", with the theme "Mission of Youth in the Digital Age", attracting more than 200 cadres and union members from 34 affiliated units to participate. Here, Ms. Linh and experts oriented solutions to promote the spirit of innovation and creativity of young people, associated with the implementation of the Resolution of the 13th National Party Congress and Resolution No. 57-NQ/TW of the Politburo on science and technology development, innovation and digital transformation.
In addition, many training courses on digital skills and artificial intelligence (AI) were organized under the guidance of experts. Ms. Linh not only organized the work, but also directly participated, encouraging union members to boldly apply modern tools to their work. From here, models such as "Digital Civil Servants", "AI Civil Servants Group" were formed, contributing to changing working habits, using AI to write reports, make plans, look up documents, analyze data, etc. Thanks to that, the work of union members and officials became streamlined, time-saving but highly effective. In conferences, the Provincial People's Committee also thoroughly applied QR Code to distribute documents, creating a scientific and modern working style.
As a core member, Vu Thi Thuy Linh has always been proactive in connecting social resources, mobilizing businesses to support technology equipment, donating computers, and building digital libraries for children and students in disadvantaged areas. Many teams of young intellectuals coordinated by her have coordinated with local youth unions, especially in remote areas, to directly "hold hands and guide" people to open identity accounts, use online public services, access e-commerce, etc.
