In the Draft Law on Social Insurance Amendments that is being widely consulted, the Ministry of Labor, War Invalids and Social Affairs (MOLISA) proposes to reduce the number of years of social insurance contributions to receive pension. According to the MOLISA, the regulation on reducing the number of years of contributions to receive pension is to create opportunities for late participants (starting participation at 45-47 years old) or those who participate intermittently, leading to not having accumulated enough 20 years of social insurance contributions when reaching retirement age, to also receive pension.

Regarding this proposal, the Lao Dong Newspaper published an article: "Where do workers have the strength to work until they are 60 - 62 years old?" and received support from readers. A reader named Huy commented: "I strongly agree and support the opinions of workers, the key here is the retirement age, not the number of years of social insurance contributions. It is impossible to level the playing field between direct workers and indirect workers, office workers can work until they are 70 years old, while those who work directly at construction sites and factories will not have the strength to breathe at the age of 60, let alone work. I hope that the authorities, the government , and the state will pay attention."

Reader Tran Dat commented: "I think increasing the number of years of social insurance contributions to 35 years to receive 75% of the average salary divided by the contribution period is unreasonable. Retirement benefits are granted at 62 years old while insurance contributions have to be made for 35 years. A worker's life cycle of 30 years of contributions is over..." Reader Tran Van Ngoc suggested: "The retirement age should be reduced, men should retire at 55 years old, women at 50 years old and retire after 20 years of work. The ceiling for seniority should be set at 30 years for men and 25 years for women, corresponding to 75% of the pension. Those who retire early will have their pension deducted proportionally to the highest mark of 75% of the pension. Currently, the average life expectancy of Vietnamese people is 73.6 years old, so the regulation of retirement at 62 years old should be abolished because it is unreasonable because I think that workers who work for more than 30 years and only receive pension for 11.6 years will be lost".

According to many readers, it is necessary to set a retirement age for each profession and job, otherwise it is not okay to level it out like that. "I am a construction engineer but I can probably only work until I am over 50 years old, and employers no longer recruit me because my eyesight is dim and my legs are slow, how can I continue my career?" - one reader wrote.

Reader Pham Vuong Kim Phung analyzed: "Not only me, this is the common opinion of most workers, when hearing about the increase in retirement age, they feel discouraged and want to withdraw their social insurance at once, because workers in current enterprises are about 45 - 50 years old, enterprises will find ways to lay off workers, it is difficult to find another job because few places accept them at this age. That is the reason why workers want to withdraw their social insurance at once, even if the regulation is reduced to 15 years, workers will still wait nearly 15 years of retirement to withdraw at once. If the retirement age is reduced to 55 years old, then the current situation of massive withdrawal of social insurance at once can be resolved".

Reader Nguyen Dinh Dua expressed: "In my opinion, female workers who contribute for 30 years and men who contribute for 35 years are eligible for retirement. Those who are still healthy can continue to participate and when they retire, they will be paid for the years they contributed." For reader Nguyen Manh Kim, those who contribute more receive more, those who contribute less receive less. "Whoever wants to retire early can do so, based on the percentage of years of contribution and if necessary, control the number of years of benefit. Because to be honest, if you receive a pension at around 60, how many more years will you have left to live?" - this reader said.

From another perspective, reader Diep Khoa shared: "A very simple rule, if you want to work long-term, you must be healthy. If you want to be healthy, you must eat nutritious food, clean food, clean living environment and sufficient salary. Only when people and workers enjoy those essential needs, then we can think about increasing the retirement age."

According to reader Hua Minh Tuan, pensions should be divided into 2 groups. A group of normal workers who have worked for 20 years will receive pensions. If they continue to pay, the salary rate will increase according to the year of payment. It is not required to reach retirement age to receive. Group 2: People who do hard, toxic work that damages their health will receive pensions after 10-15 years with a rate per year x toxicity coefficient. If they continue to pay, the rate will increase according to the year. Thus, no one will withdraw all at once because no one wants to withdraw all at once if they have a monthly income. The State needs to consider support from income tax to supplement the social insurance source as a way to redistribute income between the rich and the poor.
