Understand the policy thoroughly.

Upon arriving at Ben Den village, it's easy to see that the rural landscape here is improving. Village roads and alleys have been widened, flowers and trees are planted along the sides, and all roads are marked with nameplates...

The people's houses are built in a grid pattern, their gardens are planned, and they plant trees of high economic value. The achievements we see today are partly due to the active contributions of "Mr. Xang, the people's mobilization leader."

I still remember the early days of implementing the model new rural development program; relocating fences and gates to widen the road and sidewalks in Ben Den was one of the most challenging issues.

The difficulty here is that most of the fences and gates of the residents' homes are quite solidly built, with some houses having fences and gates costing nearly 300 million VND, making demolition and relocation very expensive. Many people are hesitant to move.

As the Head of the Front Committee of Ben Den village, Mr. Xang always upholds a high sense of responsibility, is approachable, and understands the thoughts and feelings of the people in order to effectively disseminate information and mobilize support.

"Slow and steady wins the race," seeing his enthusiasm and exemplary leadership in the local movement, gradually, without being asked, the residents voluntarily dismantled their fences and donated garden land to expand the roads in the residential area. Thanks to this, most of the roads here have now been widened to 5-7.5 meters, creating a spacious and open environment.

When the Women's Union of Dien Quang commune implemented the "Flower Road" model in residential areas, Mr. Xang, along with the Party Committee, the People's Committee, and the Women's Union branch, mobilized the people of Ben Den village to build drainage ditches, lower the curbs, and plant flower beds interspersed among rows of crape myrtle and magnolia trees, showcasing their vibrant colors.

Pioneering implementation

Ben Den village has a large-scale cattle farming movement in enclosed pens, with over 80% of households participating. Because the barns are located right within the households, the environment in the residential areas was polluted in previous years.

Although Dien Quang commune has planned a concentrated livestock farming area in the fields, many people are not enthusiastic about this policy due to fear of losing their property and the effort required for supervision.

With the motto "listen to what the people say, speak in a way the people understand, and act in a way the people trust," to reassure the people, Mr. Xang was a pioneer in implementing this. He put his words into action; in a short time, his family's herd of nearly 20 beef cattle, along with a sturdy barn, was built far from residential areas.

After a period of persistent campaigning, by the end of 2017, 59 households in Ben Den village with 130 cows had been moved to the centralized livestock farming area. In 2018 and 2019, the task of persuading people to move their cows to the centralized farming area continued to be implemented.

To date, the entire village has more than 100 households with 330 cows raised in concentrated livestock areas far from residential areas, restoring the clean environment of a model new rural residential area. At the same time, Mr. Xang also guided the villagers in applying science and technology in fermenting feed for the cattle during the rainy season and floods.

For over 20 years, Mr. Xang has been involved in grassroots movements, starting as a village police officer and then village head. After the village merger, he became the head of the Fatherland Front Committee of Ben Den village. All of his work has benefited the community. This includes campaigning against burning votive paper during funeral processions, encouraging participation in educational programs, raising awareness, and implementing the "all-people's movement to protect national security"...

Mr. Xang participated enthusiastically and responsibly in every task and movement, because he thought: "As a Party member, I must be a pioneer and a role model, doing whatever I can for the people and for society."
