From principal with excellent achievements to being disciplined with warning
Four years ago, Associate Professor, Dr. Nguyen Thanh Hiep was appointed as the Principal of Pham Ngoc Thach University of Medicine (term 2020-2025) at the age of 45 - very young compared to leaders of medical schools.
He was considered a capable person when he graduated from the Ho Chi Minh City Medical Staff Training Center (the predecessor of Pham Ngoc Thach University of Medicine) with the topic "Analysis of treatment costs for terminal ENT at People's Hospital 115". The topic was defended in French, achieving the highest score of 18.5/20, and was rated excellent by the French-Vietnamese Jury.
After that, Mr. Hiep was sponsored by the Francophone University Organization for the first year of his two-year master's degree at Bordeaux University of Medicine (France). After his master's degree, Mr. Hiep graduated with a doctorate in medicine from Bordeaux University at the age of 29 and was one of the youngest doctors in Vietnam in 2005. 10 years later, Mr. Hiep was awarded the title of Associate Professor in Medicine at the age of 39.

Before becoming the Principal of Pham Ngoc Thach University of Medicine, Mr. Hiep was a lecturer in Clinical Epidemiology, head of the Department of Training Management, Scientific Research, International Cooperation, Head of the Family Medicine Clinic, General Clinic, and Vice Principal.
Pham Ngoc Thach University of Medicine is under the direct management of the Ho Chi Minh City People's Committee and is the second largest medical school in the South. When Mr. Hiep became principal, the school began to be financially autonomous.
At the end of his term, Mr. Hiep and the school's Party Committee were disciplined for lax leadership, lack of supervision and inspection, and many violations in personnel work. The City Party Committee's Inspection Committee issued a warning to Mr. Nguyen Thanh Hiep - Principal; and reprimanded Mr. Ngo Minh Xuan, former Party Committee Secretary.
The noise before the principal's resignation
In his final days as Principal of Pham Ngoc Thach University of Medicine, Mr. Nguyen Thanh Hiep sent urgent documents to many relevant authorities regarding the nomination of a list of candidates for the 2025 Basic Professorial Council.
The incident originated from an extraordinary meeting of the Scientific Training Council held on April 23 to nominate a list of candidates for the 2025 Council of Science and Technology. The meeting had 13/19 attendees, electing 14 out of 20 candidates to register as members of the Council of Science and Technology for Mr. Hiep to approve and make a decision.
Among the 6 people eliminated, there were Mr. Nguyen Thanh Hiep and some other members. Surprisingly, after the meeting of the Scientific Training Council, Professor Ngo Minh Xuan, who had just been elected in the 2025 nomination list for the Scientific Training Council, sent a request to the principal to withdraw.
Disagreeing with the meeting results, in less than 10 days at the end of April and the beginning of May, Mr. Hiep sent three urgent documents to many authorities. In the first document dated April 29 sent to the State Council of Professors and the Ministry of Education and Training, Mr. Hiep reported that scientific backgrounds were not made public, the voting process lacked transparency, the meeting minutes were not approved, and the list of candidates was not posted as required. He also mentioned a case of a professor who was eliminated despite meeting all the criteria and the ENT department still had quotas.

On May 5, after the Science and Training Council sent a report to the Party Committee and the Board of Directors, Mr. Hiep continued to send an urgent document to the Government Inspectorate, the Ministry of Education and Training, and the State Council of Professors, emphasizing issues such as the voting process lacking transparency, the vote of confidence not in accordance with regulations, the meeting minutes not being approved, and many points not in agreement with the report on May 5.
Two days later, Mr. Hiep decided to establish an inspection team to inspect the activities of the Science and Training Council, and just one day later continued to send urgent documents to agencies under the City Party Committee and the People's Committee of Ho Chi Minh City.
On May 9, the Party Executive Committee of Pham Ngoc Thach University of Medicine held an urgent meeting and issued a resolution to revoke Mr. Nguyen Thanh Hiep's decision to establish an inspection team for the activities of the Science and Training Council. The Executive Committee believes that the principal has arbitrarily issued two urgent dispatches to central agencies without going through the Party Committee or the Board of Directors, violating working regulations. In addition, the disclosure of the content of the Science Council meeting to internal groups is also considered to be inconsistent with confidentiality regulations.
The decision of the Rector to establish an Inspection Team for the activities of the Science and Training Council is not in accordance with the instructions of the Ministry of Education and Training. These incidents have directly affected the reputation of Pham Ngoc Thach University of Medicine.
The School Party Committee requested Mr. Nguyen Thanh Hiep to seriously criticize, review and draw lessons from his experience and send a review report to the Party Committee before May 16. In a development, on May 12, the Ho Chi Minh City People's Committee issued a decision to assign tasks and work arrangements for Mr. Nguyen Thanh Hiep at the Department of Health. Mr. Nguyen Thanh Hiep's specific tasks will be assigned by the Director of the Department of Health.
