On August 29, the Ministry of Science and Technology held a discussion at the Forum “AI in the Digital Age” at the National Exhibition Center. The forum was held within the framework of activities to celebrate the 80th anniversary of National Day at the Exhibition of Achievements in Science, Technology, Innovation and National Digital Transformation to discuss strategies, policies for developing and applying AI for national interests, while promoting AI Make in Vietnam platforms.

The representative of the Ministry of Science and Technology emphasized the importance of the forum in facilitating frank and open exchanges between the Ministry's agencies and AI experts, representatives of technology enterprises, technology training institutes and schools at home and abroad. The representative of the Ministry of Science and Technology emphasized that Vietnam's advantages are Vietnamese data, Vietnamese problems, open source AI, Vietnamese people, Vietnamese intelligence, and the adaptability of Vietnamese culture.
Speaking at this forum, Mr. Nguyen Trung Chinh, Chairman of CMC and Mr. Dang Van Tu, General Director of CMC OpenAI, gave a speech on CMC's AI Transformation initiative (Enable your AI-X) and then the C-OpenAI Open Ecosystem - the national artificial intelligence platform Made by CMC, Make in Vietnam.
C-OpenAI is the core to implement AI Transformation on the scale of the Government, enterprises and the whole society, in line with the spirit of Resolution 57 and Resolution 68 of the Politburo on promoting science and technology, innovation, digital transformation and private economic development. C-OpenAI along with CMC Cloud are two national tasks that CMC has committed to implementing.
Mr. Dang Van Tu shared: “C-OpenAI's vision is to become an open and safe AI platform built and developed by Vietnam, empowering innovation for businesses, organizations and communities, leading to breakthroughs in competitiveness and bringing opportunities and a better quality of life in the digital age.”
After nearly 1 year of announcing the AI-X strategic initiative, CMC introduced AI-X to partners and customers in Tokyo and Davos, Switzerland. Along with that, CMC has deployed many AI application solutions to contribute to improving and enhancing the production and business efficiency of many large domestic and foreign enterprises. The establishment of C-OpenAI is a concrete step after nearly 1 year and a strong commitment of CMC in accompanying the Government, businesses and the community to help Vietnam master AI technology, realizing the digital aspirations of the nation.
“This is the platform that helps us master data, master AI infrastructure and C-OpenAI welcomes all businesses, experts, partners, and researchers to participate and join hands to build Vietnam's AI capacity,” Mr. Dang Van Tu believes.
At this forum, a question was raised about how to balance between "openness" and personal data security in the context of Decree 13 being issued and the Data Law being drafted, Mr. Nguyen Trung Chinh shared: "If we want to develop, we must rely on the intelligence of all humanity - based on open platforms. Therefore, we also need to open our thinking. That is CMC's open-mind philosophy, everything is open, everything is connected. Of course, regarding data, we must comply 100% with Decree 13 and the upcoming Data Law. The training process for models must be ensured not to disclose confidential information".
Mr. Nguyen Trung Chinh proposed to the Ministry of Science and Technology that there should be a national strategy on open technology, and possibly the establishment of a national open technology association. With open AI, we will open up new opportunities, open up a new future.
