Attending the conference were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Le Thanh Long; ministers, heads of ministerial-level agencies, government agencies; leaders of ministries, branches and central agencies.

Attending the conference at Lao Cai bridge point were comrade Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; directors of provincial departments and branches.

According to the 2022 United Nations report, Vietnam's EGDI (e- government development index) remains at 86/193 countries, unchanged from its 2020 ranking. However, Vietnam is considered one of the 9 countries with below-average income but is highly appreciated due to its high composite index and online service index. Vietnam's online public service ranking reached 76/193, up 5 places compared to 2020; open data ranked 87/193, up 10 places compared to 2020.

Regarding the e-government ranking in Southeast Asia, in 2022, Vietnam maintained its ranking of 6/11 countries. Regarding the ranking of online public services, Vietnam increased by 1 place compared to 2020, ranking 5/11.

If in 2020, Vietnam only ranked 6th in the ASEAN region in terms of digital economic growth rate, then in 2021 it ranked 3rd in the region. For two consecutive years 2022 and 2023, Vietnam's digital economic growth rate ranked 1st in the ASEAN region.

According to the Global Cybersecurity Index (GCI) 2020 published by the International Telecommunication Union (ITU) in 2021, Vietnam ranked 7th in the Asia-Pacific region, 4th in the ASEAN region and continues to maintain this position.

In 2022, the national digital transformation index is 0.71, compared to 2021, the growth rate of the national digital transformation index has slowed down. However, the component indexes of digital government, digital economy and digital society still maintain high growth rates of 45% - 55%. Vietnam needs to strive to bring this index to 80% and continuously maintain it for about a decade to create a breakthrough development, making Vietnam a digital nation by 2030.

Regarding digital economic development, according to Google's report, Vietnam's digital economic growth rate is the fastest in Southeast Asia for two consecutive years (2022 reaching 28%, 2023 reaching 19%), 3.5 times higher than the GDP growth rate.

Regarding the digital technology industry, according to the report on the Artificial Intelligence (AI) Readiness Index in 2022: Vietnam is ranked 55th globally, while Singapore is ranked 2nd, Malaysia 29th, Thailand 31st. This index is synthesized from 39 criteria in 3 basic groups: Government policy; technology sector and data infrastructure.

Regarding the development of digital society, in the period of 2022 - 2024, Vietnam has positive changes, in which the proportion of adults with digital signatures or electronic signatures increased from 3% to 13.5% (nearly 4 times higher); the proportion of the population aged 15 and over with payment transaction accounts at banks or other licensed organizations reached 87.08% (an increase of 20% from the rate in 2020).

Regarding Project No. 06, after more than 2 years of implementation, the Project has affirmed itself as a trend, an objective requirement, a strategic choice, and a priority in socio-economic development in the 4.0 period. Project 06 has identified 7 major guiding viewpoints that are consistent throughout the implementation process to implement 5 groups of utilities. Attached to the Project is a list of 25 essential administrative procedures and a list of 13 general tasks, 89 specific tasks and 8 tasks of localities to implement with very specific assignment of responsibilities and completion timelines...

Regarding digital citizen development, by December 2023, the Ministry of Public Security had issued over 84.7 million chip-embedded citizen identification cards; activated 45.4 million identification accounts; 34 localities had completed the issuance of electronic identification accounts and had the highest electronic identification activation rate in the country; the VNeID application had been integrated with additional utilities: electronic health books, driver's licenses, electronic wallets, declaration, registration, tax payment, social insurance book information and many other utilities.

However, digital transformation in Vietnam still has some shortcomings: the problem of uneven implementation of digital government; the problem of digital economy, the ratio of digital economy/GRDP in some localities is still low; the problem of information security, 22/91 ministries, branches and localities have an information system approval rate of less than 50%. The rate of not fully implementing information system security assurance plans by level is still 43.5%...

At the conference, delegates discussed and assessed the situation, presented good models, valuable lessons, and effective methods; proposed tasks and solutions to promote digital transformation more strongly and effectively, especially in the context of modest budget and many difficulties, some breakthrough solutions, and creative innovation with the motto: "resources originate from thinking, motivation originates from innovation, strength originates from people and businesses.

Speaking at the conference, the Prime Minister commented: Looking back at the progress in the digital transformation process in our country in recent times, we can draw many lessons, of which the major lesson is that digital transformation, if it wants to be strong, fast, and effective, requires the important and decisive role of leaders at all levels, sectors, and localities.

Digital transformation is a national and comprehensive issue, with the participation of the entire political system, people, businesses and the cooperation and assistance of international friends. Digital transformation is implemented comprehensively in terms of developing digital infrastructure; perfecting institutions on digital transformation and related issues; focusing on training and improving the quality of digital human resources; digital transformation is "going to every alley, knocking on every door, checking every subject"; the digital economy is gradually permeating all production, business and consumption activities, fundamentally changing economic and social life.

Prime Minister Pham Minh Chinh directed ministries, branches and localities to "no longer be cautious, but be bold"; once the focus and key points have been identified, they must act on the right focus and key points; strengthen inspection, supervision and urging in directing and investing in terms of progress and quality, put an end to negativity and have good coordination, improve implementation capacity, reduce administrative procedures and reduce inconvenience to people.

Accordingly, it is necessary to continue raising awareness of digital transformation; building and perfecting institutions and policies. In developing the digital economy, it is necessary to soon issue a strategy for developing Vietnam's semiconductor industry, a decree on a controlled testing mechanism in the banking sector, regulations related to e-commerce, consumer protection; control of electronic invoices, livestream activities...

Continue to promote the implementation of online public services, increase the proportion of the population using online public services and must reach over 90% satisfaction rate. Must increase inspection and supervision, so that people feel the benefits; digitize records; build industry and local data that is connected and shared with national data.

The Prime Minister also directed to prioritize resources for digital infrastructure development, investment commensurate with the scale and importance, and to be one step ahead; to soon issue a plan to develop telecommunications infrastructure in Vietnam in the next phase; to build essential utilities on the VNeID application so that people can soon use and enjoy it before December 31, 2024.
