Attending the conference were the Standing Vice Chairman of the Provincial People's Committee, Ho Hong Nam; the Deputy Director of the Department of Education and Training, Vo Thi Minh Duyen; representatives from relevant departments and agencies, the Democracy and Law Committee, and consulting experts from the Provincial Fatherland Front Committee; education administrators, teachers, parents, and students from schools in Tay Hoa district.

The draft decision consists of 6 chapters and 12 articles, applicable to organizations and individuals organizing supplementary tutoring, with the following contents: Responsibilities of People's Committees at all levels, education management agencies and related agencies in implementing regulations on supplementary tutoring; management and use of funds for organizing supplementary tutoring; inspection, supervision and handling of violations related to supplementary tutoring activities in the province...
At the conference, delegates expressed their agreement with Circular 29/2024/TT-BGDĐT of the Ministry of Education and Training , which regulates supplementary tutoring. They believe it will better manage supplementary tutoring activities, help limit the widespread and unregulated practice, and contribute to ensuring fairness in education, fostering self-learning, initiative, and creativity among students. Alongside this, delegates focused on discussing, analyzing, and clarifying several issues such as: the management of extracurricular tutoring outside of school; the responsibilities of principals and relevant levels and sectors; the mechanism for allocating and managing finances… to prevent abuse and circumvention of the law; and how to balance the need for supplementary tutoring with avoiding overload for students, especially focusing on disadvantaged groups (poor students, students in remote areas)…
Concluding the conference, the Standing Vice Chairman of the Provincial Fatherland Front Committee, Ho Hong Nam, acknowledged the insightful and practical contributions of the delegates and emphasized that the draft Decision of the Provincial People's Committee on regulations for supplementary teaching and learning in the province is of great importance in implementing Circular 29 of the Ministry of Education and Training. This is because supplementary teaching and learning is a field that receives significant social attention, not only related to education and training but also to the rights of students, parents, and teachers. The Standing Vice Chairman of the Provincial Fatherland Front Committee requested the Department of Education and Training, as the advisory body to the Provincial People's Committee, to fully incorporate all opinions, revise, and finalize the document and submit it to the Provincial Fatherland Front Committee as required.
