On May 15, Chinese authorities issued a regulation that will take effect from June 15, 2024. Accordingly, the Chinese Coast Guard will apply detention for up to 30 days against foreigners who violate or assist in violating China's territorial waters or sea areas without trial.

In complicated cases, the detention period can be extended to 60 days, after approval from the higher-level Coast Guard, and provincial-level Coast Guards have the right to approve the extension themselves. Philippine lawmakers and officials have opposed it, arguing that it would be applied in the South China Sea.

Responding to this question, Deputy Spokesperson Doan Khac Viet said that, as has been repeatedly affirmed, Vietnam has sufficient historical evidence as well as legal basis to assert its sovereignty over the Hoang Sa and Truong Sa archipelagos in accordance with international law as well as its sovereignty, sovereign rights, and jurisdiction over the sea areas established in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Vietnam is always determined and persistent in protecting Vietnam's sovereignty, sovereign rights, and jurisdiction in its maritime zones as well as the legal and legitimate interests of Vietnamese citizens, in accordance with the 1982 UNCLOS and Vietnamese law.

Regarding the request for Vietnam's response and viewpoint to the event in which Chinese state media reported on May 22 that China had recently sent a Navy hospital ship to the entities in the Hoang Sa archipelago under Vietnam's sovereignty to check the health and treat soldiers stationed there, Mr. Doan Khac Viet said that Vietnam resolutely opposes all related activities that violate Vietnam's sovereignty over the Hoang Sa archipelago.
