Over approximately 40 working days, in addition to reviewing government reports on the implementation of the socio-economic development plan and the state budget, and considering and deciding on many other important national issues, the National Assembly will consider and approve up to 53 draft laws and resolutions at this session, including 49 draft laws.
This is a rather "heavy" legislative task for the National Assembly at this session. This also means that a great responsibility rests on the shoulders of the members of the 15th National Assembly regarding socio-economic development and the future of the country in the coming period.
The National Assembly considered and passed 53 draft laws and resolutions, including: the Law on Tax Administration (amended); the Law on Personal Income Tax (amended); the Law on Saving and Combating Waste; the Law on Planning (amended); the Law on E-commerce; the Law on Cybersecurity; the Law on Disease Prevention; the Law amending and supplementing a number of articles of the Law on Education ; the Law on Higher Education (amended); the Law on Mutual Legal Assistance in Civil Matters; the Law amending and supplementing a number of articles of the Law on Intellectual Property; and the Law on High Technology (amended). In addition, the National Assembly also considered and passed a Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law...
It can be seen that the draft laws and resolutions considered and passed by the National Assembly at this session cover almost all important areas of life, economy, and society, aiming to promptly institutionalize the Party's new policies and resolutions, focusing on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, and energy; and sanitizing the corporate bond and real estate markets.
Looking back over the past nearly five years, we can see more clearly that removing institutional bottlenecks has been a key and ongoing task that the National Assembly has paid special attention to. Legislative activities have undergone significant innovation in thinking and drafting processes, demonstrating proactiveness, creativity, and early preparation. Throughout this journey, the National Assembly has consistently worked alongside the Government in enacting unprecedented mechanisms and policies to address urgent national issues. Importantly, throughout its policies, the National Assembly has always placed the people and businesses at the center. From this, it has actively and promptly addressed difficulties and obstacles to mobilize and effectively utilize all resources for national development.
And a very special milestone was that, for the first time, the National Assembly submitted to the Politburo for consideration and approval the Orientation Program for Lawmaking for the entire term. This helped to actively implement the review of legal documents, ensuring the uniformity, consistency, and feasibility of the legal system. Many specific mechanisms and policies were issued to promptly address difficulties in accordance with each stage of the country's development. Thanks to this, momentum was created for the socio-economic development of our country with many noteworthy achievements.
The achievements of the National Assembly during this term have been highly appreciated by voters and the people. However, with the continuous development of the socio-economic sector, there is a need to continue improving and creating new breakthroughs in institutional frameworks for areas that do not yet have sufficient legal frameworks to regulate them, such as green development, digital assets, and artificial intelligence.
Although it is acknowledged that the 53 draft laws and resolutions to be considered and passed by the National Assembly at this session represent a massive workload, this once again demonstrates the proactive legislative spirit of the National Assembly, acting "early and far ahead." As National Assembly Chairman Tran Thanh Man affirmed, this is "a vivid testament to the spirit that laws must be one step ahead, paving the way for innovation, and using the lives and interests of the people as the yardstick for policy."
We believe that, by leveraging their intellect, courage, and high sense of responsibility towards the voters, the people, and the destiny of the nation, the National Assembly delegates will frankly discuss and propose solutions so that the laws and resolutions passed by the National Assembly at this session truly contribute to development.
