The information was announced by a press agency on the evening of June 24, causing consumers nationwide to worry. According to the information announced, the OFOOD cooking oil brand distributed by Nhat Minh Food Production and Import-Export Company Limited was discovered to be sold on the market in extremely large quantities, tens of thousands of tons, under the label of vitamin A-fortified cooking oil for consumers.

However, testing results from the authorities showed that the product did not contain vitamin A and was actually imported vegetable oil for animal feed production that did not meet food safety standards for humans.
To blind authorities and consumers, the masterminds used underground pipelines to transfer oil from tanks containing animal feed to tanks containing food.
Next, they set up a series of front companies, falsified product declaration documents, and widely sold low-quality cooking oil on the market. The main outputs were industrial kitchens, restaurants, and craft villages that processed snacks such as chips, snacks, etc.
In this chain, An Hung Phuoc Import-Export Trading Company Limited - one of the largest vegetable oil importers in the country was identified as having assisted in consuming substandard cooking oil.
The illegal profits from this business come from two main sources: price difference (cooking oil for humans is about 17% more expensive than oil for animals) and tax evasion (cooking oil for humans is subject to 8% VAT, while oil for animals is exempt from tax). It is estimated that the revenue of the companies involved in this network in the past 3 years is estimated to be up to thousands of billions of VND.
Hung Yen provincial police have prosecuted three ringleaders and seized more than 1,000 tons of smuggled oil. However, what is worrying is that by the evening of June 24, many OFOOD cooking oil products were still appearing on e-commerce platforms, advertised as cooking oil for humans, despite warnings.
In response to this serious incident, the Food Safety Department, Ministry of Health, has issued an urgent warning about the use of imported cooking oil intended for animal feed to prepare food for human consumption. The Department affirmed that this is a serious violation of food safety regulations, posing a great risk to public health.
According to the Food Safety Department, vegetable oil belongs to the group of products managed by the Ministry of Industry and Trade regarding food safety, according to Decree 15/2018/ND-CP. However, in cases where raw materials are not used for the intended purpose to process food for humans, the authorities will take strict action according to the provisions of the law.
The Department recommends that food production and trading establishments, especially collective kitchens and ready-to-eat meal suppliers, must carefully check the declaration documents and the origin of raw materials, not just rely on packaging and labels. At the same time, do not use raw materials for purposes other than those declared, even if there are sufficient invoices and documents.
Any intentional misuse of raw materials, especially raw materials that are not safe for consumers, will be strictly considered and handled. Compliance with the correct purpose of raw material use is not only a technical requirement but also a mandatory legal responsibility.
The case is being further investigated by the authorities. While awaiting the official conclusion, consumers are advised to be cautious, only buy food products with clear origins, from reputable brands, and to promptly report any suspicions about the quality or origin of the product.
