Phan Ri Cua commune was merged from Phan Ri Cua town, Hoa Minh commune, Chi Cong commune and part of the natural area of Nha Me village in Phong Phu commune with a natural area of 67.67 km2 and a population of 86,813 people.

Speaking at the opening of the congress, comrade Nguyen Ngoc Dien, Secretary of the Party Committee of Phan Ri Cua commune, emphasized: Over the past 5 years, the Party Committee and People of Phan Ri Cua commune have promoted the tradition of solidarity; strived to overcome difficulties and successfully implemented the Resolution of the Party Congress, term 2020 - 2025 with many positive results, contributing to improving the material and spiritual life of the people, creating motivation for Phan Ri Cua commune after the merger to continue to develop more comprehensively in the coming time.
However, in addition to the achieved results, there are still many shortcomings and limitations in the leadership, direction and organization of the implementation of the Resolution of the last term. Some goals and targets have not been achieved as expected. The 1st Congress of the Party Committee of Phan Ri Cua Commune, term 2025 - 2030, is an important political event, a turning point opening a period of innovation and development.
According to the political report of the Phan Ri Cua Commune Party Committee, in the past term, the implementation of the Congress Resolution achieved positive results. The economy continued to develop, shifting towards "Trade, services, tourism - agriculture, fisheries - small-scale industry"; potentials and advantages were better exploited, especially in the fields of trade and services; the appearance of urban and rural areas improved, and people's lives were improved. Culture and society made much progress; social security policies were guaranteed; national defense was strengthened, political security and social order and safety were maintained.
The 1st Congress of Phan Ri Cua Commune Party Committee, term 2025 - 2030 was held with the theme: "Promoting the building of a clean and strong Party and political system; promoting the strength of the great national unity bloc; building Phan Ri Cua commune to develop sustainably and comprehensively".
In the coming term, Phan Ri Cua commune will strengthen the building of a clean and strong Party and political system; improve the effectiveness and efficiency of government operations; innovate the working methods of the Fatherland Front and mass organizations; promote the strength of the great national unity bloc. Promote economic development in the direction of: "Trade, tourism, services - agriculture, fisheries - small-scale industry"; effectively exploit potentials and advantages for sustainable socio-economic development. Strengthen planning management, management and effective use of resources; promote administrative reform, digital transformation; develop culture and sports ; ensure social security, improve and enhance the material and spiritual life of the people. Maintain political stability, ensure national defense - security, social order and safety.
Speaking at the congress, Comrade Tieu Hong Phuc highly appreciated the preparations for the Congress of Phan Ri Cua Commune Party Committee, creating an exciting and confident atmosphere in the entire Party Committee and the People. Comrade Tieu Hong Phuc emphasized: After the merger, Phan Ri Cua is a locality with diverse development space, many potentials and advantages for development, especially advantages in developing trade services, transportation, tourism, marine economy, the Party Committee needs to focus on leading a strong shift in economic structure towards gradually increasing the proportion of services, trade, tourism, agricultural and aquatic product processing industry, gradually reducing the proportion of agriculture. Diversify forms of attracting investment to the area, especially works and projects with a lot of room for land and labor resources. Focus on developing agriculture towards building new and effective development models in the fields of cultivation, aquaculture, and aquaculture associated with promoting digital transformation, applying scientific and technological advances in production.
To promote the above advantages, the Party Committee of the commune needs to closely participate and orient the planning work well, especially the land use planning, local construction planning, local urban and rural planning, along with basic and specific preparation of the local medium-term public investment plan for the period 2026-2030. In which, prioritize and mobilize maximum resources, especially non-budgetary resources to invest in infrastructure development, especially the transportation system, seaports, tourism infrastructure, and information technology. At the same time, focus on effective leadership, create breakthroughs in site clearance, and complete on schedule the site clearance of key projects passing through the commune.
Phan Ri Cua currently has a relatively large area, a long coastline, a relatively high proportion of residents participating in exploitation, fishing and aquaculture at sea and has potential for tourism and service development. In the coming term, comrade Tieu Hong Phuc suggested that the Party Committee of the commune should focus on further strengthening state management of aquatic resources protection, combating IUU fishing, land, mineral resources, forest protection and management; at the same time, focus on leading and directing the review and serious and effective resolution of outstanding cases, files, and petitions, especially outstanding cases, complaints, and lawsuits about land and the environment that have not been resolved when merging commune-level administrative units and receiving them when terminating the operation of district-level administrative units.
Comrade Tieu Hong Phuc also requested the Party Committee of Phan Ri Cua commune to focus on leadership, stabilize political security, social order and safety, proactively grasp the situation, promptly resolve arising issues right in residential areas, not to let them become hot spots, complicated security and order. Carry out well the work of Party building, improve the leadership capacity and fighting strength of Party organizations, the effectiveness and efficiency of the political system. Strengthen the work of inspection, supervision, and prevention of corruption and negativity. Lead the comprehensive and effective innovation of mass mobilization work, the operation methods of the Vietnam Fatherland Front and local socio-political organizations.
Cadres and Party members of Phan Ri Cua commune need to continue to promote the tradition of steadfastness in the resistance war, diligence in labor, and creativity in innovation to eliminate barriers and differences in perception, methods, and working styles, focusing on building a truly solid internal solidarity bloc. Each member of the Standing Committee, Standing Committee, and Executive Committee of the Commune Party Committee must be a typical nucleus, the center of solidarity and cohesion, and a reliable support for Party members, cadres, and civil servants of the commune to promote their capacity, responsibility, and dedication.
