At the 7th Congress of the Thanh Hoa Union of Science and Technology Associations for the 2024-2029 term, Comrade Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, delivered an important speech aimed at "Building an increasingly strong intellectual workforce; promoting the role of intellectuals in scientific research, participating in social consultation, critique, and assessment, and contributing intellect and effort to the development of the province." Ladies and gentlemen of the Congress!
Throughout human history, knowledge has always been the foundation of social progress. The intellectual class is the core force in creating and disseminating knowledge, and is a particularly important resource that contributes to the strength of each nation in its development strategy. From ancient times, our ancestors have concluded that "Talented individuals are the lifeblood of the nation," and they consistently cared for, nurtured, and trained talent, thus strengthening this vital force. Today, intellectuals in general, including many in science and technology, are truly becoming the most elite and "elite" of human resources. They are exemplary individuals in terms of political qualities, moral conduct, and lifestyle; possessing social responsibility and civic consciousness; having noble ideals for the nation and impeccable ethics for humanity; having strategic vision and outstanding action capabilities; always setting a pioneering example; and continuously improving to meet the requirements of building and defending the Fatherland.
With that understanding, today, I, along with three Deputy Secretaries of the Provincial Party Committee and many other provincial leaders, are very pleased to attend the 7th Congress of the Thanh Hoa Union of Science and Technology Associations, term 2024-2029. This is an important event, a grand celebration for the province's scientific and technological intellectual community.
At the Congress forum, on behalf of the Provincial leadership, I warmly welcome and extend my best wishes for good health, happiness, and creative enthusiasm to the leaders of the Vietnam Union of Science and Technology Associations, distinguished guests, and the 203 official delegates – outstanding officials and members representing over 24,000 science and technology intellectuals and members of the province attending the Congress. I wish the Congress great success!
Ladies and gentlemen of the Congress!
Throughout his life, President Ho Chi Minh always emphasized the role, respected, and encouraged intellectuals to contribute to the nation's revolutionary cause. He repeatedly affirmed: "Intellectuals are a precious asset of the nation," and "Among all social classes, scholars occupy the leading position." His profound belief was the glue that bound intellectuals together, inspiring them to voluntarily dedicate their talents and strength to the glorious revolutionary cause of the nation.
Thanh Hoa, our beloved homeland, is a land of "spiritual and talented people," the birthplace and nurturing ground of many patriotic scholars and intellectuals who have made significant contributions to the nation's construction and defense. Inheriting the fine traditions of our ancestors, the intellectual workforce of Thanh Hoa has increasingly affirmed its important role in social life over the years. With a large force operating in almost all sectors and economic components of the province, and with the attention, leadership, guidance, and support of Party committees and government at all levels, many policies and mechanisms for valuing, rewarding, honoring, encouraging, and rewarding intellectuals have been implemented promptly. As a result, the intellectual workforce of Thanh Hoa continues to grow stronger in all aspects, making positive contributions to socio-economic development, national defense and security, and the building of the Party and political system of the province and localities.
The Union of Science and Technology Associations of Thanh Hoa province and its member associations continue to make new strides in innovating the content and methods of their activities; diversifying forms of attracting and gathering intellectuals to participate in science and technology activities. During the 2018-2023 term, the Union and its member associations intensified their activities in consulting, reviewing, and evaluating social projects, plans, and development strategies for socio-economic development and sectoral development; organizing many practical and meaningful creative activities that attracted a large number of officials and members. The Union proactively coordinated with and advised the Provincial Party Standing Committee and the Provincial People's Committee to issue and implement the "Regulations on contact, meetings, consultations, and dialogues between provincial leaders and intellectuals in Thanh Hoa province" and the "Regulations on selecting and honoring outstanding science and technology intellectuals in Thanh Hoa province". Successfully organized a conference for interaction, meetings, consultations, and dialogue between provincial leaders and intellectuals, and honored and awarded the First Provincial Outstanding Science and Technology Intellectuals Award...
Efforts to strengthen the organization and develop membership have been prioritized. The organizational structure of the Union of Associations has been consolidated and streamlined, operating in an orderly manner; member associations have been established in almost all sectors and fields of socio-economic activity. The number and quality of members have improved; the total number of members increased by 5% compared to the beginning of the term, with over 50% of members holding a university degree or higher. The intellectual workforce actively disseminates knowledge, raises the level of public education, participates in research, transfer, and application of scientific and technological advancements in production and daily life, contributing to increased labor productivity and higher incomes for the people. Every year, many scientists and technologists in the province participate in leading and undertaking scientific and technological projects and tasks. Many of these projects are of high quality, widely applied, and bring significant value to life, especially in the fields of information technology, agriculture, environmental protection, education and training, and public health care. Particularly during the most difficult times due to the COVID-19 pandemic, we witnessed many inspiring examples of dedication and sacrifice for the community from the scientific and technological intellectual workforce, contributing to the province's efforts to overcome difficulties, repel the pandemic, and restore and develop the economy.
On this occasion, on behalf of the provincial leadership, I acknowledge and highly appreciate the achievements of the Provincial Union of Science and Technology Associations during the past term; I warmly commend and sincerely thank the contributions of the officials, members, and intellectuals of the province to the overall development of the province.

Ladies and gentlemen of the Congress!
While pleased with the achievements, we must also frankly acknowledge that the activities of the Union of Associations and its member associations are still not commensurate with the potential of the organization and the province's scientific and technological intellectual workforce. The content and methods of operation of some member associations have not seen much innovation; the environment for gathering intellectuals is not attractive enough, resulting in a low percentage of intellectuals being recruited into the organization; it has not attracted many young intellectuals, intellectuals in businesses, and Thanh Hoa intellectuals residing outside the province. Research, transfer, and application of scientific and technological advancements in production and daily life remain limited. The quality of consultation and critical analysis is not high, and there are not many effective tasks and solutions to address important issues in the province's development. The capacity and professional qualifications of some members do not meet the requirements of their tasks; the team of leading experts in key units and fields is still lacking and weak. The infrastructure and operating conditions of some member associations face many difficulties; there is still a strong tendency to rely on and expect assistance and support from the State. Coordination with departments, agencies, and localities has not received adequate attention, and the effectiveness achieved remains low...
These are the "bottlenecks" that directly affect the quality of the Union's activities. I propose that the Congress should promote democracy, uphold a sense of responsibility, and focus its intellect to discuss and clarify the causes, draw lessons learned, and find feasible solutions to improve the effectiveness of the Union's activities in the next term.
Ladies and gentlemen of the Congress!
In the context of an increasingly changing and challenging world, especially with the development of information technology, the internet, the digital transformation revolution, and artificial intelligence, the intellectual workforce must continue to play a pioneering role and be the core force in the process of innovation, construction, and development of the country.
Along with the increasingly high demands placed on the intellectual workforce nationwide, the intellectual workforce of our province is also facing many opportunities and challenges, intertwined with difficulties and obstacles, in order to successfully realize the province's aspiration for prosperity : "Striving to be among the leading provinces nationwide by 2025, becoming a growth pole in the North of the country, and becoming a modern industrial province by 2030" and the goal of "Building an increasingly strong intellectual workforce; promoting the role of the intellectual workforce in scientific research, participating in social consultation, critique, and assessment, contributing intellect and effort to the province's development," as defined in the Resolution of the 19th Provincial Party Congress.
To successfully achieve that great goal, I fundamentally agree with the direction and tasks for the 2024-2029 term, as presented to the Congress by the Executive Committee of the Vietnam Union of Science and Technology Associations, 6th term. I propose that the Congress incorporate the heartfelt and insightful guidance from the Chairman of the Central Council of the Vietnam Union of Science and Technology Associations to concretize and clearly define the appropriate goals, tasks, and solutions for the next term. At the Congress, I would like to emphasize and suggest some additional issues for delegates to consider and decide upon, namely:
Firstly , the Thanh Hoa Union of Science and Technology Associations and its member associations need to continue to thoroughly understand and implement synchronously and promptly Resolution No. 45-NQ/TW of the Central Committee of the Communist Party of Vietnam (13th term) on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period, Plan No. 20-KH/TW dated November 28, 2023 of the Politburo and Action Program No. 57-CTr/TU dated January 10, 2024 of the Provincial Party Committee on implementing Resolution No. 45-NQ/TW, and the Party's guidelines, policies, and laws of the State on intellectuals; in order to awaken patriotism, national pride, trust in and support the Party's guidelines and policies; and to deeply understand the mission of intellectuals towards their homeland and country. Promoting the spirit of solidarity and the combined strength of Thanh Hoa's intellectuals, actively contributing to the cause of innovation, construction, and development of the homeland and the country.
Secondly, the Union of Associations should promote the socio-political role of the province's intellectuals; proactively acting as a bridge between the intellectual community and Party committees and government agencies at all levels; assisting Party committees and government agencies in mobilizing intellectuals while regularly reflecting the thoughts and aspirations of the intellectual community to Party committees and government agencies. It should effectively mobilize intellectuals to work closely with mass organizations to continuously strengthen national unity, based on the strategic alliance between the working class, the peasantry, and the intellectual community. Furthermore, it should continue to enhance its responsibility in gathering and uniting a broad range of intellectuals from all economic sectors, social strata, and age groups, especially intellectuals in leadership and management positions, young intellectuals, reputable intellectuals, and intellectuals within religious and ethnic groups. Focus on effectively coordinating and harmonizing activities among member associations, creating a democratic operating environment that respects freedom of creativity in research and academic exchange, so that intellectuals voluntarily participate in the association's activities and make practical contributions to solving problems arising from real-life situations, as well as the policies, tasks, and solutions set forth by Party congresses at all levels; and ensure the protection of the legitimate rights and interests of member associations and the scientific and technological workforce.
Thirdly , closely adhere to the province's major goals, orientations, and actual situation to guide scientific and technological research activities; build forums and create "scientific playgrounds," encouraging, motivating, and promoting the democratic spirit, dynamism, creativity, and ambition of the intellectual workforce in scientific research. Focus on research, transfer, and application of scientific and technological advancements, equipment innovation, environmental protection, market information provision, and business management. Promote the application of information technology and digital transformation in operations to meet the requirements of the new era, especially the rapid changes of the Fourth Industrial Revolution. Concentrate on promoting the dynamism and creativity of member organizations, strengthen and expand cooperation with domestic and international organizations and agencies, and mobilize diverse resources to develop the province's scientific and technological level.
Fourth, proactively coordinate with departments, agencies, mass organizations, and localities to strengthen and improve the quality of social consultation, critique, and assessment activities. Actively contribute opinions and advise Party committees and governments on building, perfecting, and implementing policies, programs, projects, plans, and strategies for socio-economic development, national defense, and security, ensuring scientific rigor and relevance to reality. In particular, focus on consultation and critique in the fields of science and technology, environment, education and training, public health care, community development, and poverty reduction. Encourage and honor outstanding intellectuals in creative activities, scientific research, and technological development who have made significant contributions to their homeland and country. Improve the quality of awards and competitions for scientific and technological innovation; This creates conditions for intellectuals to disseminate knowledge, guide the masses to participate in creative labor movements, create new advancements in science and technology, and promote the socio-economic development of the province.
Fifth , continue to vigorously innovate the content and methods of operation of the Union and its member associations in a practical direction, building a strong organization to truly be a reliable support for the province's scientific and technological intellectual workforce. The Union of Associations needs to continue to effectively implement Conclusion No. 93-KL/TW dated November 20, 2020, of the Secretariat of the Central Committee on continuing to implement Directive No. 42-CT/TW of the Politburo of the 10th Party Congress on continuing to innovate and improve the quality and effectiveness of the activities of the Vietnam Union of Science and Technology Associations in the period of accelerating industrialization and modernization of the country; urgently research and develop the Project "Innovating the content, methods, improving the quality and effectiveness of the activities of the Thanh Hoa Union of Science and Technology Associations until 2030 and orientation to 2045", and report to the competent authority as prescribed.
Comrades!
Building a strong and comprehensive intellectual workforce is an investment in building and nurturing the "national spirit" and sustainable development; this is the responsibility of the Party, the State, the political system, and the entire society. At this Congress, I propose that Party committees, governments, the Fatherland Front, and relevant sectors regularly engage in contact, meetings, consultations, and direct dialogues with the intellectual workforce; applying flexible methods to motivate and encourage intellectuals to enthusiastically research and contribute their intellect to the construction of the homeland and the country. At the same time, attention should be paid to leading, directing, assisting, and creating favorable conditions, allocating resources from the budget and social resources to invest in infrastructure development and the development fund for science, technology, education and training, and innovation; creating a favorable environment for intellectuals to work, research, create, and contribute. We are committed to supporting and creating favorable conditions for the Union of Associations and its member associations to effectively fulfill their roles and responsibilities, and contribute even more to the province's development.

With a high sense of responsibility, the Congress democratically discussed and wisely selected comrades who are truly outstanding in terms of political qualities, ethics, lifestyle, competence, and prestige to be elected to the Executive Committee of the Thanh Hoa Union of Science and Technology Associations, 7th term, 2024-2029. On behalf of the provincial leadership, I warmly congratulate them; I trust and hope that the comrades will continue to uphold the tradition of unity, constantly strive to improve themselves, and lead the organization to successfully implement the resolutions set forth by the Congress, further developing the activities of the Union of Associations and the movement of science and technology intellectuals in Thanh Hoa.
On this occasion, on behalf of the provincial leadership, I would like to express my sincere gratitude to the Vietnam Union of Science and Technology Associations, its member associations at the central level, the Unions of Science and Technology Associations of other provinces and cities, and especially to the Chairman of the Central Council of the Vietnam Union of Science and Technology Associations, for their attention, support, and facilitation of Thanh Hoa province and the activities of the Thanh Hoa Provincial Union of Science and Technology Associations. I hope that in the future, you will continue to pay more attention to and provide more support for the development of science and technology and the activities of the Thanh Hoa Provincial Union of Science and Technology Associations.
With the spirit of unity, innovation, responsibility, and creative enthusiasm of the province's intellectuals, the Standing Committee of the Provincial Party Committee believes that the Thanh Hoa Union of Science and Technology Associations will continue to achieve even more success in the next term, contributing together with the Party Committee, government, and people of the province to successfully achieve the goal of building Thanh Hoa into a new growth pole in the North of the country, a civilized and modern province, a prosperous and exemplary province of the whole country.
With that profound belief, once again, I wish all delegates, distinguished guests, and all participants of the Congress good health, happiness, and success.
