Throughout the country's historical periods, culture has played an irreplaceable role in shaping national identity, and is also the spiritual foundation and endogenous strength in the process of building, protecting and developing the country. Vietnamese culture is the result of thousands of years of creative labor and resilient struggle to build and defend the country by the ethnic community; it has forged the Vietnamese soul, spirit and mettle, and made the glorious history of the nation shine with noble and lasting values.

Affirming the noble mission of culture, President Ho Chi Minh advised: "Culture must light the way for the nation to go". Inheriting and promoting the national cultural tradition, our Party always attaches importance and pays great attention to cultural work in the cause of national liberation struggle and country building.

Over the years, the Party's awareness of culture has become increasingly comprehensive, complete and profound. The 13th National Congress of the Party determined: "Developing comprehensive human beings and building an advanced Vietnamese culture imbued with national identity so that Vietnamese culture and people truly become an endogenous strength, a driving force for national development and national defense."

Imbued with the Party's viewpoints and policies, Vinh Phuc has issued many policies and guidelines, clearly defining that building and developing culture is the responsibility of the entire political system and the entire people, taking the people as the subject of cultural creation and enjoyment, and taking the intellectual team as the central role.

Party committees and authorities at all levels in the province have proactively innovated their leadership and direction methods, promoting their roles and responsibilities in building and developing culture. The movement “All people unite to build a cultural life” has developed strongly in both breadth and depth, contributing to encouraging people to enthusiastically participate in building a healthy cultural environment, fighting against social evils and backward customs and superstitions.

The work of building families, villages, residential groups, and units that meet cultural standards has been promoted, creating a favorable environment and conditions for building people who are comprehensively developed in terms of personality, ethics, intelligence, physical strength, creativity, social responsibility, and awareness of law compliance. In 2024, the rate of cultural families in the province will reach over 93%; the rate of cultural villages and residential groups will reach over 95%.

The cultural service business sectors have gradually become more organized, meeting the people’s need for healthy cultural enjoyment. Every year, the province organizes many art performances and free film screenings to serve people in rural and mountainous areas and workers in industrial zones; and develops various types of mass cultural and art clubs among the people.

Along with that, cultural and sports activities are organized in a diverse and rich manner, attracting a large number of people to participate; cultural institutions continue to receive investment attention; cultural heritages and cultural and historical relics are focused on preserving and promoting their values... Thereby contributing to improving the level of cultural and spiritual enjoyment of the people, orienting people towards healthy and beneficial cultural values; gradually narrowing the gap in cultural and spiritual enjoyment between urban, rural and mountainous areas.

In the context of a country in transition, the endogenous strength from culture is an important driving force for sustainable development in the new era and promoting cultural values ​​is not only an urgent requirement to preserve the "soul" of the nation but also an important goal and driving force for sustainable development.

Based on the achieved results, Vinh Phuc continues to pay attention to developing culture in a synchronous and harmonious manner with economic growth; increasing investment and mobilizing resources for culture. At the same time, promote propaganda, dissemination, and raise awareness of each cadre, party member and the whole society about the position and role of building and developing culture; build a cultural, civilized, modern, and rich-in-identity environment and lifestyle; improve the level of cultural enjoyment and spiritual life of the people; improve the quality and effectiveness of cultural activities; proactively exchange and integrate internationally, absorb the quintessence of world culture, and gradually build a cultural industry...

With clear development orientations, Vinh Phuc is determined to achieve new achievements in the cultural field, build and develop an advanced culture imbued with national identity; create a healthy cultural environment, improve the quality of life of the people; maximize cultural resources for development in the new era, build Vinh Phuc increasingly rich, beautiful, civilized, making important contributions to the development of the country.
