By 2030, cultural industry will contribute 7% of the country's GDP.

At the meeting, presenting the Proposal on the investment policy of the National Target Program on Cultural Development for the period 2025-2035, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the Program focuses on activities in the fields of culture and arts on a national scale, including all provincial, district, commune and village-level units nationwide; a number of Vietnamese cultural centers abroad.

According to Mr. Hung, the total resources mobilized to implement the Program for the 2025-2030 period are expected to be 122,250 billion VND, including direct support from the central budget of at least 77,000 billion VND, the rest is local budget capital and other legally mobilized capital. The total resources mobilized to implement the Program for the 2031-2035 period are expected to be 134,000 billion VND.

In the 9 specific target groups to be achieved by 2030, Mr. Hung proposed the goal of striving for all provincial-level administrative units to have all 3 types of provincial-level cultural institutions; 80% of district-level administrative units to have standard Cultural and Sports Centers, ensuring effective operation of grassroots cultural institutions at commune and village levels... Striving for cultural industries to contribute 7% of the country's GDP. By 2035, Striving for cultural industries to contribute 8% of the country's GDP...

Examining the above issue, Chairman of the National Assembly's Committee on Culture andEducation Nguyen Dac Vinh said that it is necessary to consider the feasibility of two specific goals by 2030. Specifically, the goal is to strive for 100% of cultural and artistic units to implement digital transformation and apply achievements of the 4.0 Industrial Revolution. The goal is for 100% of students in the national education system to access and effectively and regularly participate in art education and cultural heritage education activities.

According to Mr. Vinh, there are some opinions that the total investment of the Program is very large. It is necessary to carefully study and evaluate the scale, structure, ability to mobilize and arrange resources to implement the Program to ensure feasibility, suitability with the ability to respond to national resources, and effective use of the budget.

Research on building Vietnamese Cultural Centers abroad

According to National Assembly Delegate Trinh Lam Sinh (An Giang Delegation), the program orients the development of the cultural industry with specific products by 2030, striving to contribute 7% of GDP and 8% by 2035. Developing culture into the endogenous strength of the economy, the endogenous strength of Vietnamese people and society.

Therefore, Mr. Sinh believes that the task of investing in building a number of Vietnamese cultural centers abroad will help spread the image of Vietnamese culture and people to the world, so there needs to be a special mechanism to implement it. "Korea still has cultural centers in Vietnam for them to introduce, spread and promote their culture. Why don't we do the same abroad?" - Mr. Sinh expressed.

National Assembly Deputy Huynh Thi Hang Nga (Tra Vinh Delegation) agreed with the policy of investing in and building a Vietnamese cultural center abroad in the form of public investment, but suggested not using capital from the national target program but using other state budget capital to reserve investment resources for other goals of the program.

From there, Ms. Nga suggested that in amending the Law on Construction Investment at this session, the Government should add to the task of investing in the construction of a number of Vietnamese cultural centers abroad. At the same time, she suggested that the Government pay attention to and add beneficiaries to safe zone communes and safe zone areas. "If added to the priority beneficiaries, it will contribute significantly to promoting the historical tradition of educating the traditions of previous generations for the younger generation towards the goal of building an advanced culture, imbued with national identity, promoting the soft power of Vietnamese culture" - Ms. Nga said.

National Assembly Deputy Tran Thi Thanh Huong (An Giang Delegation) expressed her opinion that building cultural centers in other countries is a trend in many countries around the world. Through this, it contributes to promoting the image of the country and its cultural people, while also contributing to the process of attracting investment, trade, tourism, spreading the image of other countries and creating soft power for the country and the nation. This is also one of the urgent needs in the process of comprehensive and deep international integration of Vietnam. Building a Vietnamese Cultural Center abroad is also a need of the cultural community, the culture of Vietnamese people abroad to learn more about Vietnam as well as an issue of concern to our Party and State. This is a correct perception from before.

However, Ms. Huong suggested that the Government should consider further, in the immediate future, it is necessary to pay attention to choosing countries that have long-term cultural relations with Vietnam, have a large number of Vietnamese people living, working, studying and have leading partners in direct investment in Vietnam. In addition, there should be a specific plan to maximize the preservation and dissemination of traditional cultural values of the nation, promote the image of the country, Vietnamese people, and promote Vietnamese tourism. "Through culture, we contribute to the successful implementation of socio-economic development goals, foreign affairs to ensure political security, order, social safety, and ensure the human rights of Vietnamese people both domestically and in the host country," Ms. Huong said.

Avoid spreading investments

National Assembly Deputy Nguyen Thi Quyen Thanh (Vinh Long Delegation) said that in order for culture to enter life, into every family, become a spiritual foundation, and transform into an endogenous strength, awareness and consensus of the people are important factors. Therefore, it is necessary to identify and assign specific tasks, goals, and appropriate resources, avoid spreading, and be suitable to the regional culture of each locality, with synchronous coordination from all levels and sectors, and to make the preservation and promotion of cultural values the task of every Vietnamese citizen.

According to National Assembly Deputy Thach Phuoc Binh (Tra Vinh delegation), investing in projects to preserve cultural heritage, including both tangible and intangible, is very important. Therefore, the program needs to have more specific targets and tasks to promote the development of synchronous cultural institutions, improve the effectiveness of cultural communication and education, especially targeting workers and ethnic minorities. In addition, priority should be given to projects that are truly urgent and have the potential to have a great impact on cultural development to effectively implement the program. "It is necessary to improve management capacity for officials at all levels from central to local levels. Cooperation between developed countries in the field of culture and learning from their experiences can help our country develop sustainably in this field," Mr. Binh suggested.

Raising the question of “why are Vietnamese people intelligent, hard-working, our country is blessed by nature but has not yet developed to its full potential”, National Assembly Deputy Nguyen Van Canh (Binh Dinh Delegation) expressed the view that it is necessary to create a habit of reading books in the whole society. Books will help to realize the value of rules of conduct in life, ethical standards, have a positive outlook, understand, share with people around, criticize bad habits. From there, forming in each person a positive way of thinking towards beauty... This is a contribution to building a good traditional culture of Vietnamese people.

National Assembly Deputy Tran Thi Hoa Ry (Bac Lieu Delegation) proposed that in the context of information technology combined with cultural values developing more and more strongly, the program needs to add one more content to have a basis for resource allocation. That is to build and implement at least 1 to 2 digital humanities projects to increase awareness of applying information technology to promote the value of cultural heritage in scientific research activities, tourism development, and promoting the image and value of Vietnamese brands.

National Assembly Deputy Nguyen Thi Suu (Thua Thien Hue Delegation) also said that financial resources are one of the issues that determine the success of this National Target Program. Therefore, in addition to central and local resources, the program has calculated the mobilization of other resources in society. This will reduce the burden on the budget and also increase the responsibility of the community and society in the successful implementation of the program.

“The total budget is more than 256,000 billion VND, I propose to review and evaluate the ability to mobilize finance, the ability to arrange finance and the disbursement of capital. With the mindset of someone born and raised in the land of the ancient capital heritage, loving traditional culture in the flow of the times, I support and hope that the National Target Program on Cultural Development for the period 2025-2035 will soon be implemented to continuously cultivate the endogenous strength of the Vietnamese people in today's new era" - Ms. Suu expressed.
