The 50th anniversary of the Liberation of the South and National Reunification Day is an opportunity for us to review the heroic history of the nation, look back on the journey of striving to build and develop the country. At the same time, we have a deeper understanding of the values and lessons learned from the practical struggles of the nation to add strength and determination in the work of building and defending the Socialist Republic of Vietnam, turning the glorious achievements of the past into motivation to fulfill the historical mission in the new era - the era of striving, developing prosperity, civilization, happiness and prosperity of the Vietnamese people.
1. Firmly and creatively apply and develop Marxism-Leninism, Ho Chi Minh Thought, and theories on the path of innovation; firmly adhere to the goals of national independence and socialism; firmly promote the comprehensive process of innovation; firmly adhere to the principles of Party building. Closely combine summarizing practices and researching theories with building and organizing the implementation of the Party's guidelines and policies, and the State's policies and laws to firmly build and defend the socialist Fatherland of Vietnam.

2. Strongly arouse in the entire Party, the entire people and the entire army the revolutionary patriotism, the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride", the strength of great national unity to firmly enter the new era, achieve the strategic goal by the middle of the 21st century, our country becomes a developed country with a socialist orientation.

Promote, build and perfect institutions for rapid and sustainable national development, resolutely remove bottlenecks and bottlenecks, unblock and liberate all resources, and promote all driving forces. Focus on controlling power in law-making, tightening discipline, promoting responsibility, especially the responsibility of leaders, resolutely preventing and combating corruption, waste, negativity, and "group interests". Proactively, actively and urgently build a legal corridor for new issues and new trends, creating a legal framework to successfully implement the digital transformation revolution, creating a breakthrough for the country's development in the following years.
5. Always maintain and strengthen the absolute and direct leadership of the Party in all aspects; the centralized and unified management and administration of the State for the cause of national construction and defense; build a "people's heart position", taking "people's peace" as the decisive factor for all victories in the cause of national construction and defense. Resolutely, persistently, proactively create opportunities, firmly protect independence, sovereignty, unity and territorial integrity; maintain a peaceful and stable environment and favorable conditions for national construction and development. Closely combine the two strategic tasks of national construction and defense; increase appropriate investment in building all-people national defense, people's security, and people's armed forces, meeting the requirements of protecting the Fatherland early and from afar; protect the country when it is not yet in danger; absolutely do not be passive or surprised in any situation.
6. Uphold independence and self-reliance, ensuring the highest interests of the nation on the basis of the fundamental principles of international law. Persistently and creatively implement the foreign policy of independence, self-reliance, multilateralization and diversification; proactively and actively integrate into the international community comprehensively, deeply and effectively.
