Dong Nai is a major industrial center of the country with 59 industrial parks, economic zones, and high-tech zones established, attracting millions of workers, most of whom are from other provinces. Along with that, the mechanical population is increasing rapidly, creating great pressure on social infrastructure, especially the need for housing.
The Draft Resolution of the 1st Congress of Dong Nai Provincial Party Committee, term 2025-2030, sets a target that by 2030, the whole province will develop 66,700 social housing units.
In recent years, despite the issuance of many resolutions, plans and directives, the housing supply has not kept pace with the pace of industrial and urban development. Many workers and laborers have to rent cramped rooms lacking essential amenities. This situation not only affects the quality of life but also puts pressure on urban infrastructure and social management.
After the Land Law 2024, Housing Law 2023 and Real Estate Business Law 2023 took effect from August 1, 2024, along with Resolution No. 201/2025/QH15 dated June 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, the Provincial People's Committee quickly selected investors to implement the project.
Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha said: Recently, the province has handed over decisions to assign investors to 7 social housing projects. These projects will simultaneously hold groundbreaking ceremonies on September 27, practically welcoming the 1st Provincial Party Congress, term 2025-2030.
"These are not only residential projects but also an affirmation of the determination of the Party Committee, government and people of the province in implementing the goal of sustainable development, linking economic growth with social equity" - the leader of the Provincial People's Committee expressed.
When the projects are completed, tens of thousands of people will have more opportunities to settle down, stabilize their lives, and contribute more to the overall development of the province. This is also an important premise for Dong Nai to continue firmly on the path of industrialization and modernization, towards a prosperous, humane and sustainable society.
Notably, this is the first time the Provincial People's Committee has selected and assigned capable and experienced investors to implement social housing projects instead of organizing bidding. This approach demonstrates flexibility and agility in putting the National Assembly's special resolution into practice, promptly meeting the urgent need for housing.
Breaking ground on projects right on the occasion of the congress not only helps reduce housing pressure for workers and laborers but also affirms the government's commitment to caring for people's lives and ensuring social security.
Ready to “push the button” on the project
Ensuring housing for people is an important foundation to achieve sustainable development goals. Because when having stable housing, workers will be attached to the locality and businesses for a long time. From a market perspective, increasing the supply of social housing contributes to balancing the real estate structure, reducing the imbalance between supply and demand.
Chairman of the Board of Directors and General Director of Khang Nam Real Estate and Environmental Construction Corporation (Ho Chi Minh City) Nguyen Phi Long said: The enterprise has just been assigned by the Provincial People's Committee to be the investor of a social housing project of about 3.5 hectares in Trang Bom commune.
7 social housing projects are scheduled to break ground on September 27, including: ChC1 and ChC2 social housing areas in Phuoc Tan ward; Tam Hiep ward social housing; 2.1ha social housing apartment complex in Phuoc An commune; 3.7ha social housing apartment complex in Phuoc An commune; 3.5ha social housing in Trang Bom commune; 2.85ha social housing in Ho Nai ward and 2.85ha social housing area in Tan Trieu ward.
“We are completing the final procedures to break ground on the project according to the schedule set by the province. This is our first social housing project in Dong Nai, so we will do our best to create a quality project that will “score points” with the government and the people,” Mr. Phi Long shared.
Deputy General Director of Hanoi Construction Corporation - JSC Le Dinh Do informed: "We were assigned to implement the project in Phuoc An commune with an area of over 2 hectares, a scale of 1,800 apartments, and a preliminary total investment of over 1,000 billion VND. According to the province's plan, the enterprise is preparing to hold a groundbreaking ceremony. We are committed to implementing the project on schedule, complying with approval decisions and conducting product business in accordance with legal regulations".
In just the past month, Kim Oanh Real Estate Group Joint Stock Company (Kim Oanh Group) has broken ground on 4 social housing projects with a total scale of more than 7,300 apartments in Dong Nai. The Group aims to complete about 40,000 social housing units by 2028, contributing to solving the "thirst" for housing for workers, laborers and people.
Chairwoman and General Director of Kim Oanh Group Dang Thi Kim Oanh shared: “We not only build houses but also build the dream of a home for workers, laborers and low-income people. Dong Nai is a key area with 4 projects that have broken ground, 3 other projects are expected to break ground at the end of this year. The Group is committed to devoting all resources to building and handing over houses on schedule, helping people to soon settle down and make a living.”
According to Vice Chairman of the Provincial People's Committee Ho Van Ha, social housing development is an indicator that has been included in the Draft Resolution of the 1st Provincial Party Congress, term 2025-2030, and is also an indicator in the province's annual socio-economic development plan. This means that every step in economic development must be associated with improving the quality of life for the people, in the spirit of "taking people as the center" in all development policies, not sacrificing fairness, progress and social security to pursue mere growth.
