Ms. Do Thi Loan's family in Quyen Chuong village, Cao Duong commune, previously only relied on rice and corn, without any sideline jobs, so life faced many difficulties. Lacking capital to invest in economic development, for many years her family was the poor household in the hamlet and commune. But thanks to the preferential policy of the state, through the Luong Son Social Policy Bank Transaction Office, Ms. Loan's family was able to borrow 30 million VND from the poor household program to invest in buying 2 breeding buffaloes.
Currently, Ms. Loan's family has escaped poverty. Ms. Loan continued to borrow 50 million VND from the employment program to invest in buying buffaloes and borrowed 20 million VND from the clean water and environmental sanitation program to invest in building water tanks and sanitation facilities.

Implementing the program of lending capital for clean water and rural environmental sanitation, the Bank for Social Policies of Luong Son always closely coordinates with local authorities, associations and organizations to raise awareness and consciousness of environmental protection among people. Visiting the family of Mr. Bui Van Tu in Sau Thuong hamlet, Cao Duong commune, we learned that in the past, family activities were very inconvenient because they had to get water from deep wells for use.
In 2021, thanks to preferential loans from the Vietnam Bank for Social Policies and borrowing from relatives, the family was able to build a closed auxiliary structure including a bathroom, water tank, septic tank... Now all activities are much more convenient, the family is also assured because they can use clean water stored in standard tanks. In 2024, his family borrowed an additional 100 million VND from the job creation program to invest in planting 5 hectares of black ginseng plants, which have begun to yield harvests.
Ms. Loan's and Mr. Tu's families are just two of thousands of farming households in Cao Duong commune that have received preferential loans to develop production effectively.

As a credit institution serving poor households and other policy beneficiaries, the lending and debt collection activities of the Social Policy Bank Transaction Office of Luong Son district mainly take place at 11 transaction points in 3 communes with 229 savings and loan groups, creating favorable conditions for poor households, near-poor households and policy beneficiaries to access loan sources conveniently and promptly.
Currently, the Luong Son Social Policy Bank Transaction Office is implementing 15 policy credit programs. Of which, the job creation loan program has the highest outstanding debt of over 225 billion VND with 4,703 borrowers; the clean water and environmental sanitation loan program has an outstanding debt of nearly 200 billion VND with 8,345 borrowers... Over 98% of capital is through entrusted socio- political organizations.
Associations and savings and credit groups in villages have played their role of entrustment well, being the extended arm of the Vietnam Bank for Social Policies in managing capital at the grassroots level, especially in the process of evaluating loans to the right subjects, transferring capital to those in need. At the same time, they guide, orient and inspect the process of using capital effectively and for the right purpose.
Therefore, from preferential loans, many poor households, near-poor households and other policy beneficiaries in the communes have conditions to invest in economic development of cultivation and livestock, bringing economic efficiency. From preferential loans from the Bank for Social Policies of Luong Son, over 7,000 rural water and sanitation works have been built, contributing to improving people's lives; creating jobs for over 4,500 workers; hundreds of students with difficult circumstances have received loans to study. Currently, there are 15,352 households using loans from the Bank for Social Policies of Luong Son with outstanding debt of over 506 billion VND, low overdue debt rate of 0.01%.
Director of the Transaction Office of the Bank for Social Policies of Luong Son, Nguyen Manh Hung, said: After the merger, the Transaction Office is in charge of 3 communes including Luong Son, Cao Duong and Lien Son. In order to maintain all activities related to policy credit, smoothly and without interruption, implementing the direction of the Provincial Bank for Social Policies Branch, the Office has advised the People's Committees of the communes on strengthening the direction to stabilize policy credit activities after the arrangement and merger of administrative units; quickly arranging convenient transaction points for the Bank for Social Policies to serve the people. After the merger, many savings and loan groups have become larger in scale and have a wider scope of operation, so the Office has organized training and improved skills for associations and groups' leaders to meet the requirements of the task.
Therefore, the preferential credit programs that the Bank for Social Policies of Luong Son has implemented in recent times have been promoting positive effects, having a strong impact on the lives of the poor and policy beneficiaries in the area, creating conditions for them to improve and gradually enhance their quality of life, contributing to the development of the local socio-economy.
