That Khe commune was established on the basis of merging 4 previous commune-level administrative units: That Khe town, Dai Dong commune, Chi Lang commune and Chi Minh commune with an area of 100.52km2 , population of 20,153 people with 33 villages and neighborhoods, suitable for forming a regional urban area according to the planning orientation of Lang Son province.
These are all units with a tradition of revolutionary heroes recognized by the State as "Safe Zone" communes during the resistance wars against France and the US; at the same time, they are densely populated areas, with infrastructure prioritized for investment according to the national target program on new rural construction, capital for urban construction and many other resources.
That Khe is a commune with an important geographical location with potential and strengths in terms of land, resources, people and pre-existing urban foundation; the Dong Dang-Tra Linh expressway has been invested in and built to ensure smooth and convenient connection and exchange with regions, domestically and internationally; the market system continues to be invested in and built to facilitate trading activities, exchange of goods and economic development.
During the 2020-2025 term, production, small-scale industry, trade, services, and tourism in the commune were stable. Trade and service activities were quite flexible and effective. That Khe market and Na Cao market were convenient for businesses to expand their business, exchange, and buy and sell goods.
According to statistics, the number of business households in the commune accounts for 24.41%. In the commune, there are currently 35 companies, private enterprises and 30 cooperatives operating in the fields of agricultural products, construction materials, and construction works. Some enterprises, cooperatives, production facilities and people have proactively invested in applying science and technology in business activities as well as production labor.
Especially in the last term, the administrative reform and digital transformation of the commune have been promoted. That Khe commune has proactively improved the quality of the "Friendly Government" model, maintained the "One-stop" mechanism in administrative procedure settlement, and has been well appreciated by people and businesses.
In addition, That Khe commune also focuses on promoting the development of digital economy, encouraging people to use online payment platforms, forming cashless habits; perfecting community digital technology groups in 100% of villages and neighborhoods.
Total state budget revenue in the area by 2024 will reach nearly 24 billion VND (21.03% higher than planned). Budget expenditures will be implemented in accordance with regulations, effectively, economically and transparently; total local budget expenditures will be more than 136 billion VND (100% of the assigned estimate).
However, in the 2020-2025 term, socio-economic development still has many limitations. The economic scale is small, the starting point is low, the socio-economic infrastructure still has many difficulties and limitations. The progress of construction and rearrangement of That Khe market is slow. A part of the people still have the mentality of waiting and relying on the support of the State.
Public investment capital has not met the development investment needs, the ability to balance the budget and mobilize social resources of the commune is still limited. Telecommunications infrastructure in some remote villages has not met the requirements; the capacity to apply information technology of some party members and people is still limited, especially the elderly. Non-professional staff in party cells, villages and neighborhoods have not been equipped with enough equipment to serve their work.
Identifying key tasks for the 2020-2025 term, That Khe Commune Party Committee determined to promote the development of science and technology, innovation, creativity and digital transformation. In which, focusing on resources and synchronous investment solutions for advanced digital technology infrastructure, meeting the digitalization of the political system and people in the area.
Resolution 68-NQ/TW of the Politburo issued on May 4, 2025 identifies the private economy as an important driving force of the economy , and That Khe commune is promptly grasping this spirit.
During the 2025-2030 term, That Khe commune determined to promote the development of the private economy, cooperatives, and business households towards improving the quality and efficiency of operations, associated with the development of agriculture, services and advantages in the area.
At the same time, the commune commits to implementing well the mechanisms and policies of the Central and the province to create favorable conditions to attract businesses, organizations and individuals to invest in infrastructure and socio-economic development projects.
To successfully implement development breakthroughs, That Khe commune in this term will focus on developing infrastructure, especially transport infrastructure, irrigation, commercial services, and public services. In particular, it will pay attention to accelerating urban infrastructure, urbanization speed, and urban criteria according to regulations, soon making That Khe a regional urban area of the province.
That Khe is not only changing in administrative form but also in the quality of development thinking. The core is a strong Party, the center is the consensus of the people, the driving force is the private economy, the goal is sustainable urbanization.
The 1st Congress of the That Khe Commune Party Committee, term 2025-2030, has created new momentum, new spirit, new efforts, demonstrating the highest political belief and determination of the entire commune.

To successfully carry out the tasks and goals set forth in the Congress Resolution, each cadre, party member, civil servant, public employee, armed force and people of all ethnic groups in That Khe commune must promote the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and pride in tradition", determined to build That Khe commune to develop rapidly, comprehensively and sustainably in the new era - the era of national growth.
