Staff of the Department of Propaganda and Support for Social Insurance Participants in Region VI propagate new contents and new benefits that are expanded when people participate in voluntary social insurance and self-paid health insurance.
In 2008, the first Law on Health Insurance was issued, opening up many benefits for beneficiaries such as completely exempting health insurance costs for the poor, people with revolutionary contributions, and ethnic minorities; supporting part of the contribution for the near-poor, students, farmers, forestry workers, and fishers; and gradually reducing the contribution for members when participating in health insurance as a household. In order to continue to improve the health insurance policy, in 2024, the 15th National Assembly passed the Law amending and supplementing the Health Insurance Law, overcoming the shortcomings and limitations of the previous Health Insurance Law.
In order to quickly bring the health insurance policy into life, in recent times, the social insurance agency has deployed many synchronous solutions, achieving remarkable results in the health insurance coverage rate. The social insurance agency always ensures the health insurance benefits for participants in the direction of expanding the scope and level of benefits when examining and treating diseases (KCB). By participating in health insurance, people are fully paid by the Health Insurance Fund for medical examination and treatment costs according to regulations, without being limited by age, number of treatment days and total medical examination and treatment costs. Along with that, the social insurance agency and the health sector have increased the application of information technology and digital transformation in implementing the health insurance policy. The deployment of electronic medical records, electronic health books, the use of the VssID digital social insurance application, and electronic health insurance cards have helped the process of looking up information, managing medical examination and treatment history to be transparent and scientific, and patients can register for medical examination and treatment more quickly and conveniently.
Ms. Tran Thi Mai in Truc Lam ward shared: "Before, when I went to the doctor, I had to bring a lot of documents, but now I only need a citizen ID card or an application on my phone to do the procedure, it is fast and convenient. From the examination at the departments, to being hospitalized for treatment in the department, I was guided and cared for by the doctors and nurses, and now my health is stable. The cost of my treatment was a lot, but it was covered by health insurance, so it has reduced the difficulties for my family.
Previously, the 2008 Health Insurance Law stipulated that the health system consisted of four levels: commune, district, provincial and central levels. Up to now, this system has been decentralized into three levels. These are the initial health care level; the basic health care level and the specialized health care level. Thus, administrative boundaries have been abolished and people with health insurance cards can go to any health care facility nationwide without being considered as having medical treatment outside the designated area. This change helps to expand health care benefits for the people. Now, people with health insurance cards will enjoy 100% of the health insurance benefits when going to the initial health care facility nationwide. In addition, patients will enjoy 100% payment when they go to the basic health care facility for medical examination or inpatient treatment. Patients are also entitled to 100% of the health insurance benefits when receiving medical examination and treatment at any basic or specialized health insurance facility... that was identified as belonging to the district level before January 1, 2025.
Notably, according to the revised law, if people have some rare or serious diseases, they can go straight to specialized medical facilities. People who go to emergency rooms at all medical facilities, ethnic minorities, people from poor households in economically disadvantaged areas, island communes, island districts... are entitled to 100% health insurance coverage when going to see a doctor or receive specialized inpatient treatment.
Director of Nghi Son Social Insurance Nguyen Dinh Trong said: "The Law on Health Insurance has many new points that are beneficial to participants such as expanding the scope of subjects, increasing benefits, and creating favorable conditions for people. From July 1, 2025, according to the amended and supplemented Law on Health Insurance, patients can freely decide to choose a medical facility that does not necessarily have to be a medical facility at their place of residence, and are still guaranteed all health insurance benefits. This is one of the new superior points that the new Law on Health Insurance aims for."
Statistics from the Social Insurance Agency show that many patients have their medical examination and treatment costs covered by the Health Insurance Fund amounting to hundreds of millions of VND. Health Insurance is truly a "lifesaver" for patients who are unfortunate enough to fall ill and require high-tech, high-cost treatment. Since 2007, before the promulgation of the Health Insurance Law, the entire province had 150,000 people participating in health insurance. Now, the number of people participating in health insurance has increased to 3.3 million, accounting for about 94% of the province's population. The rights of health insurance participants are increasingly expanded, access to health insurance medical examination and treatment services is increasingly convenient; the list of drugs, medical supplies, and technical services is used according to the professional capacity of the technical level, both to ensure the rights of health insurance card holders when going to medical facilities, and to require improving the professional and technical qualifications of medical facilities.
Despite many efforts, up to now, there are still about 6% of the population who have not participated in health insurance or have not participated fully. One of the reasons why health insurance has not covered the whole population is that awareness of health insurance is not sufficient and correct. The Social Insurance Agency has been actively coordinating with the postal sector, the health sector, and local authorities to strengthen propaganda and mobilization in many rich and diverse forms to raise people's awareness of the rights and responsibilities when participating in health insurance; strengthen the role and responsibility of agencies and units in the social insurance and health care system in medical examination and treatment and effective use of the health insurance fund.
