On January 15th, in Hanoi, the Ministry of Information and Communications hosted the 6th annual National Forum on the Development of Digital Technology Enterprises in Vietnam, themed "Mastering Digital Technology, Mastering Vietnam's Digital Transformation Process through Vietnamese Digital Technology Enterprises".

Efforts to strengthen technological self-reliance and independence, and to develop strategic technologies.
Speaking at the Forum, General Secretary To Lam emphasized that in the context of globalization and the fourth industrial revolution, digital technology has been and is affirming its key role as a driving force promoting economic and social development. Digital transformation is not only an inevitable trend but also an urgent requirement for Vietnam to narrow the development gap with the region and the world. At the same time, digital transformation is a long-term strategic goal, helping to enhance national competitiveness and consolidate Vietnam's position on the global economic map. However, to achieve these goals, strong commitment from the Government, the support of businesses, and the active participation of workers and the entire population are needed.
The General Secretary expressed his delight at the strong development in Vietnam's digital technology sector in recent years. The digital technology startup ecosystem is growing stronger. Vietnam's digital technology industry has become one of the important economic sectors, making a significant contribution to economic growth and sustainable development.
On behalf of the Party and State leaders, the General Secretary congratulated and commended the Vietnamese digital technology business community for their continuous efforts and achievements. He highly appreciated the contributions and role of Vietnamese digital businesses in creating innovative products and solutions applied in many fields, from production to services, contributing to strongly promoting the national digital transformation process, improving the quality of growth and enhancing people's lives.

The General Secretary also frankly pointed out the limitations that need to be overcome to ensure the robust development of digital technology and national digital technology enterprises. The development of digital technology remains uneven across regions, with some localities still facing many difficulties in applying and deploying technology, creating a large gap in access to and use of digital technology. Digital infrastructure is also a major challenge, as many areas have not yet received sufficient investment in modern technology, affecting nationwide connectivity…
In the spirit of Resolution No. 57-NQ/TW, likened to the "Contract 10" system in agriculture, the General Secretary suggested that in the coming period, the digital technology sector and businesses must strive for self-reliance and technological independence, and develop strategic technologies. This is the foundation for building an independent and self-reliant economy. Strong investment in modern technology infrastructure with high capacity, wide bandwidth, synchronization, and compliance with international standards is necessary to facilitate nationwide connectivity and the development of the digital economy.

The General Secretary emphasized the need to strengthen policies to attract high-tech talent, build an attractive working environment, support scientific research and innovation, thereby enhancing domestic capacity and creating leading international digital technology enterprises. He stressed the importance of promoting the development of a digital technology ecosystem with close links between businesses, universities, research institutes, and supporting organizations. He also called for the gradual formation and development of digital economic sectors such as digital government, digital economy, and digital society. Furthermore, he called for creating favorable conditions for digital technology enterprises to develop technological solutions for application in state management, improving the quality of public services, promoting electronic transactions, and enhancing people's access to information technology.

The General Secretary proposed enhancing Vietnam's global competitiveness and striving to be among the top three leading countries in Southeast Asia in digital technology research and development by 2030, creating at least five large digital technology enterprises capable of international competition. Each digital technology enterprise must set ambitious development goals for itself and continuously improve both the quantity and quality of its workforce. It also called for strengthening cooperation with leading global technology organizations and enterprises, attracting more digital technology research and production organizations to Vietnam, and creating conditions for Vietnamese enterprises to participate in global value chains and bring their digital technology products to international markets.
Vietnamese digital technology businesses need greater unity, determination, and ambition; they need to see this not only as an opportunity but also as a responsibility for each enterprise to contribute to realizing the grand goals set by the Party and State in Resolution No. 57-NQ/TW. Digital businesses should focus on building groundbreaking products and services that create real value to serve the interests of the people and the economy, meeting the needs of both domestic and international markets. Let's leverage our intellectual strengths, human resources, and innovative entrepreneurial spirit, along with the Vietnamese spirit, to contribute to the country's strong development in the new era.
The Ministry of Information and Communications, as the leading state management agency for the digital technology industry, is responsible for leading and guiding development, creating favorable conditions for the strong growth of digital technology enterprises; it needs to overcome limitations and shortcomings, closely coordinate with ministries, sectors and localities to build policies, promote the application of advanced technologies, and at the same time improve digital infrastructure and enhance the competitiveness of Vietnam's digital technology industry; it needs to focus on training high-quality human resources, encouraging research and development and building a sustainable technology ecosystem.
