Developing industrial clusters in difficult areas: Positive signals

Identifying the development of industrial clusters (ICs) as one of the important solutions to promote industrial and handicraft production in the area, in recent years, mountainous and highland districts in the province have implemented many synchronous solutions. Thanks to that, many ICs have been established, attracting secondary investors to build factories and put them into production, contributing to creating jobs and increasing income for local people.

With the advantage of a large natural area, rich mineral resources, and abundant human resources, in recent years, the mountainous district of Vo Nhai has focused on allocating investment resources to develop industrial clusters in the area. Based on the province's general planning, the district actively coordinates with departments, branches, and sectors to focus on attracting and inviting secondary investors to industrial clusters; prioritizes resources for infrastructure construction and deploying support services outside the industrial cluster fence...

As a result, up to now, 2 industrial parks have been established in the district (including Cay Bong industrial park of 15.2 hectares and Truc Mai industrial park of 50 hectares). After being established, the industrial parks have attracted many enterprises to invest in production development, with industries such as textiles, mechanical repair, agricultural and forestry processing, etc.

For example, at Cay Bong Industrial Park, TNG Investment and Trading Joint Stock Company has built a garment factory with a scale of more than 10 hectares, a total investment of over 300 billion VND and has been in operation since April 2020. Mr. Hoang Dinh Hao, Director of TNG Vo Nhai 2 Garment Factory, shared: Currently, the factory has 40 sewing lines specializing in producing export fashion garment products (such as sweatshirts, jackets, shorts, etc.). In addition to the production area, the factory also has a canteen, office area, auxiliary building, and garage. Notably, this is the first factory designed according to green factory standards in the province.

The establishment of Cay Bong Industrial Park and attracting TNG Vo Nhai Garment Factory into operation not only contributes to promoting local economic restructuring but also creates jobs for more than 1,500 local workers.

Ms. Nguyen Thi Thuan, a worker at TNG Vo Nhai Garment Factory, shared: Since the establishment of TNG Garment Factory, rural workers do not have to travel far to find jobs like before. Currently, my average income is over 9 million VND/month.

For the mountainous district of Dinh Hoa, the first industrial park of the district - Tan Duong industrial park (in Tan Duong commune) with a scale of over 13 hectares, invested by Thagaco International Investment Joint Stock Company, is gradually taking shape. Tan Duong industrial park started construction at the end of 2022. Up to now, infrastructure items such as roads, water pipes; fire fighting; transformer station installation... have been basically completed and are expected to come into operation in the first quarter of 2025.

After completing the infrastructure, Thagaco will build a factory and install a production line with a capacity of 2.2 million garment products/year; creating regular jobs for nearly 4,500 local workers.

Another bright spot in the development of industrial parks is Dai Tu district. Since the beginning of the year, the district has established two new industrial parks, including Quan Chu industrial park (area of ​​50 hectares) and Cat Ne - Ky Phu industrial park (area of ​​68 hectares). In which, Quan Chu industrial park is invested in technical infrastructure by Thai Nguyen Royal Real Estate and Infrastructure Development Joint Stock Company with a total investment of 600 billion VND, construction progress from 2024-2027.

Cat Ne - Ky Phu Industrial Park is invested by Thai Nguyen Technical Infrastructure Development Joint Stock Company with a total investment of over 796 billion VND, construction progress from 2024-2027.

Currently, the technical infrastructure investors of the two above mentioned industrial parks are actively implementing detailed planning, investment projects, site clearance...

Although certain results have been achieved, frankly speaking, attracting investment to industrial parks in mountainous districts is still limited. Of the total 27/41 industrial parks in the province that have technical infrastructure investors, they are currently mainly concentrated in Phu Binh district and Pho Yen city, Thai Nguyen and Song Cong.

In addition, many industrial parks have been planned in mountainous districts for a long time but have not attracted investors in technical infrastructure such as: Nam Hoa Industrial Park (Dong Hy); Yen Lac Industrial Park (Phu Luong)... The main reason for this difficulty is that the infrastructure has not met the needs of investors, the mountainous terrain is difficult, the connecting traffic system is limited; compensation and support for site clearance have not been closely monitored and determined. Besides, the labor force in the districts is mostly unskilled laborers...

To solve the above difficulties and at the same time increase the attractiveness in attracting investment in mountainous districts, these localities need to have appropriate "unblocking" mechanisms; be proactive in researching and allocating investment budgets for infrastructure development, especially transport infrastructure. In addition, it is necessary to promote the improvement of the investment environment; strengthen vocational training towards improving quality to meet the requirements of enterprises...
