Expand the network and increase appeal from the grassroots level.
In recent years, especially after the reorganization and consolidation of administrative units, the work of developing trade union membership in Tay Ninh province has been undergoing a strong transformation in both scale and quality. Trade unions at all levels have proactively expanded their reach, targeting both informal workers and new occupational groups, in line with the rapid changes in the labor market.

According to statistics from the Provincial Federation of Labor, from the time of the provincial merger until April 2026, nearly 80 new grassroots trade unions were established throughout the province, attracting nearly 24,000 members, and two grassroots trade unions were formed in the informal labor sector. This is an important step, marking a significant expansion of the trade union organization, helping to enhance its ability to reach workers in many different fields.
To date, the province has 2,222 grassroots trade unions and labor unions with over 450,000 members. This number not only reflects the increasingly strong scale of the organization but also shows the deep and wide coverage of the trade union system in enterprises, industrial parks, and the informal labor sector.
Through this, trade unions are increasingly affirming their role in representing, caring for, and protecting the legitimate rights and interests of workers.
Many businesses in the area have achieved positive results in developing trade union membership. For example, at Pou Hung Vietnam Co., Ltd. (Ninh Thanh ward), the current membership rate is 11,077 out of 11,246 workers, equivalent to 98.5%. This is one of the businesses with a high percentage of workers participating in the trade union, clearly demonstrating the effectiveness of mobilization, propaganda, and care for the lives of workers.
According to Nguyen Huu Can, Deputy Director of Pou Hung Vietnam Co., Ltd., in the context of a volatile export market and supply chain, the trade union at the enterprise plays not only the role of a "bridge" but also a "shield" protecting the rights of workers. Workers' attachment to the trade union stems from their trust in its representative role in practical issues such as wages, benefits, occupational safety, and job stability.
Similarly, at Dai Luc Packaging Joint Stock Company - Long An Branch, by March 2026, the grassroots trade union had 4,325 members out of a total of 5,280 workers, reaching over 81%. Compared to August 2024, the number of trade union members increased by more than 1,800 people. This is clear evidence of the effectiveness of innovating methods of propaganda and mobilization to encourage workers to join the trade union organization.
According to Tran Thi Ngoc Mai, Vice President of the Trade Union at Dai Luc Packaging Joint Stock Company - Long An Branch, to attract workers, the trade union must demonstrate concrete and transparent benefits in its activities, and build substantive engagement programs instead of just formal ones. This change has helped the grassroots trade union become increasingly closer and more practical with the workers.
Putting the worker at the center
Along with expanding the organizational network, the province is focusing on strongly reforming the working methods of trade unions towards flexibility, substance, and a worker-centered approach. This is considered a key factor in increasing the attractiveness and sustainable development of union membership.
With the goal of "wherever there are workers, there is a trade union," the Provincial Federation of Labor has implemented many new models suitable for each group of workers. Notable examples include the model of working groups for developing union membership based on geographical areas and industries, linked to the model of approaching businesses in groups, through which 9 working groups have been established to be responsible for specific areas; the model of propaganda in workers' dormitories outside working hours, focusing on improving their living conditions; the model of union member welfare agreements signed with businesses to provide practical benefits; the flexible union model for self-employed workers; and the model of tripartite coordination ("Trade Union - Government - Business") in mobilizing the establishment of grassroots trade unions.
These models not only help expand the scope of union membership but also create closeness and increase direct interaction between the trade union organization and workers. Instead of traditional forms of propaganda, the trade union has proactively "gone to the right place and met the right people," reaching out to workers in dormitories, factories, and enterprises, thereby creating greater understanding and consensus.

Furthermore, one of the key highlights in the work of developing trade union membership is its close connection with caring for the lives of workers. Notably, during the Lunar New Year of the Year of the Horse 2026, trade unions at all levels in the province provided care for over 179,400 union members and workers in difficult circumstances with a total expenditure of over 109 billion VND. Of this, the Provincial Federation of Labor alone directly distributed 50,000 gifts worth 50 billion VND.
Alongside this, a series of meaningful programs such as the Spring Union Bus Trip, the Union Tet Market, the Tet Reunion - Spring Gratitude to the Party, and the Union Year-End Dinner continue to be maintained and expanded. These activities not only provide material support but also create a strong spiritual effect, helping workers clearly feel the companionship of the trade union organization during the most important times of the year.
According to assessments from trade union levels, this practical care has contributed to strengthening the trust of workers, thereby promoting the rate of union membership growth in enterprises. When their rights are guaranteed and their lives are taken care of, workers tend to proactively participate and remain committed to the organization for the long term.
However, despite the achievements, the work of developing union membership and establishing grassroots trade unions still faces some difficulties. Some businesses have not fully understood the role of trade union organizations; there is still a reluctance to let them interfere with management, costs, and production activities.
Furthermore, a segment of the workforce, especially young workers, do not fully understand the benefits of joining a trade union and lack long-term commitment to the enterprise. Reaching out to small enterprises and dispersed labor forces remains challenging; information about workers and businesses is still incomplete.
Furthermore, the capabilities of some grassroots trade union officials are limited, their activities are sometimes merely 형식적인 (formalistic), and they lack skills in mobilizing the masses, while the workforce is constantly changing.

According to the orientation for the 2025-2030 term, Tay Ninh aims to develop an average of at least 50,000 trade union members each year. This is identified as a crucial breakthrough in building a strong trade union organization. According to Nguyen Hoai Thanh, Vice Chairman of the Provincial Federation of Labor, in the coming time, the focus will be on innovating propaganda and mobilization efforts to encourage workers to voluntarily join the trade union, while also making membership recruitment methods more flexible and improving the quality of grassroots trade union activities.
Key solutions include: strengthening surveys and classification of enterprises without trade union organizations; developing flexible approaches tailored to different labor groups; promoting the application of technology in membership management; improving the quality of trade union officials; and maintaining regular dialogue between workers and enterprises to build harmonious and stable labor relations.
Developing trade union membership is not just about quantitative targets, but also a measure of the vitality of the trade union organization in the modern market economy . In the new phase, the requirement is to continue to strongly innovate the content and methods of operation, making trade unions truly a reliable support for workers, accompanying businesses in sustainable and stable development.
