On September 24, in Tam Ky city, Quang Nam province, the 4th Congress of Ethnic Minorities of Quang Nam province - 2024 opened.

Attending the Congress were Mr. Y Thong, Deputy Minister, Vice Chairman of the Ethnic Committee; Mr. Luong Nguyen Minh Triet, Secretary of the Provincial Party Committee; Mr. Nguyen Duc Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Le Van Dung, Chairman of the Provincial People's Committee; Mr. Le Tri Thanh, Chairman of the Provincial Vietnam Fatherland Front Committee, along with representatives of departments, branches and 250 official delegates representing ethnic minorities throughout the province.

Speaking at the opening of the Congress, Mr. Le Van Dung said that the 4th Provincial Congress of Ethnic Minorities has the task of summarizing and evaluating the results of implementing the Resolution of the 3rd Congress, drawing lessons in implementing ethnic work and ethnic policies of the Party and State in the province. Organizing to honor, commend and reward outstanding collectives and individuals in implementing ethnic work and ethnic policies in the period of 2019-2024; thereby continuing to affirm the consistent policy of our Party and State on great national unity; affirming the attention of the Party and State for ethnic minorities.

The Congress also has the task of determining the goals, directions, and tasks of ethnic affairs and ethnic policies of the province until 2029, proposing key solutions to focus on leadership and direction of implementation; especially completing the targets and tasks on socio -economic development in ethnic minority and mountainous areas; orienting a number of important projects in the Western region of Quang Nam province for the period of 2021 - 2025 and the vision to 2030 as set out in Resolution No. 12 dated July 20, 2021 of the Quang Nam Provincial Party Committee.

From 2019 to 2024, Quang Nam province will implement investment programs and policies to support ethnic minority and mountainous areas with a total investment of nearly 12,780 billion VND. Resolution No. 12/2021 of the Quang Nam Provincial Party Committee on socio-economic development of ethnic minority and mountainous areas in the 2021-2025 period has focused on directing the implementation of 5 important project groups to develop the Western region of Quang Nam province.

Accordingly, Quang Nam province focuses on project groups: Protecting and developing forest economy; arranging population, stabilizing accommodation to prevent natural disasters; developing key infrastructure; developing garden economy, farm economy, OCOP products associated with developing community tourism; developing tourism combined with preserving the culture of ethnic minority areas. From resources of national target programs, Quang Nam province has invested in socio-economic development in mountainous areas and ethnic minority areas. The province has invested in building hundreds of traffic works, schools, clean water, community houses and other infrastructure works. The whole province has converted occupations; supported residential land for 1,000 households; implemented support for eliminating temporary houses, arranging and stabilizing residents for more than 1,000 households.

Investment programs and policies to support ethnic minority areas in Quang Nam province have directly promoted economic, cultural and social development, changing the face of rural mountainous areas. The material and spiritual life of people in mountainous areas has been improved. The average poverty reduction rate of ethnic minority households is 6.6%/year. The average income per capita in 2023 in ethnic minority and mountainous areas is 24 million VND/year, an increase of 8 million VND compared to 2019.

Speaking at the Congress, Mr. Y Thong, Deputy Minister, Vice Chairman of the Ethnic Committee, said that in the current period, many major policies on socio-economic development of ethnic minority areas have been issued, demonstrating the attention of the Party and the State. The National Assembly and the Government have prioritized large resources for socio-economic development, poverty reduction, and care for the material and spiritual life of ethnic minority areas. Thereby, the face of ethnic minority and mountainous areas, especially socio-economic infrastructure, has been gradually changed.

Mr. Y Thong affirmed that the ethnic minorities in Quang Nam have a high sense of community, each ethnic group has its own customs and cultural characteristics, the majority have their own writing and language; have steadfast faith in the Party and State, have a long-standing tradition of solidarity in the fight against foreign invaders, overcoming natural disasters and building the country.
