The Party Committee of the Ministry of Industry and Trade has identified the development of commercial infrastructure as a key pillar, contributing to increasing total retail sales, promoting domestic consumption, and ensuring sustainable development.

Domestic market: Growth supported by a robust commercial infrastructure.

In the context of a volatile global economy and constantly challenged global supply chains, the Party Committee of the Ministry of Industry and Trade has chosen a fundamental approach: developing the trade infrastructure system as one of the decisive factors in consolidating the domestic market, stimulating consumption, and enhancing the capacity for import and export of goods. This is not just a temporary solution, but a long-term strategy linked to the sustainable development goals of the economy.

Commercial infrastructure is one of the key factors in strengthening the domestic market.

According to the report of the Party Committee of the Ministry of Industry and Trade, the period 2021-2025 marks a proactive and decisive approach in leadership and guidance. Building on the achievements and experiences of previous terms, from the very beginning of the term, especially after the establishment of the Party Committee of the Ministry of Industry and Trade in February 2025, the Standing Committee of the Ministry's Party Committee has focused on comprehensively and synchronously leading key tasks. The overarching focus has been on consolidating the organization and streamlining the apparatus towards greater effectiveness and efficiency, creating a foundation for the successful implementation of the Resolution of the Party Congress of the Ministry of Industry and Trade for the 2020-2025 term and the Resolution of the 13th National Party Congress.

The experience of the 2021-2025 period shows that the domestic market continues to affirm its role as an important "pillar" of the economy , especially when external shocks increase. Vietnam is among the countries with a large and rapidly growing domestic market, supported by a population of over 100 million people and a strong increase in the middle class.

The average annual growth rate of total retail sales of goods and consumer service revenue is estimated at approximately 8.1% - a figure reflecting stable purchasing power and an expanding consumer trend. Behind these figures lies the strong movement of the commercial infrastructure system, from traditional models to modern, civilized, and integrated ones.

E-commerce has emerged as a new growth engine, with impressive growth rates of 18-25% annually, reaching $25 billion by 2024, accounting for approximately 10% of total retail sales of goods and consumer services nationwide. By 2025, the e-commerce market is estimated to reach around $30 billion, equivalent to approximately 15% of total retail sales. Vietnam is among the top 10 countries with the fastest e-commerce growth in the world , thereby strongly promoting the digital economy and digital transformation in businesses.

Alongside this, modern commercial systems such as supermarkets and shopping malls have developed rapidly in both quantity and quality, contributing approximately 30% of total retail sales. Standards for food safety, traceability, environmental hygiene, and fire prevention and control are gradually being improved and widely applied, especially in modern retail models, better meeting the increasingly high demands of consumers.

Strengthening trade infrastructure will boost consumption and import/export activities.

The Ministry of Industry and Trade has clearly stated that for the domestic market to develop sustainably and for import and export to grow steadily, trade infrastructure must be one step ahead. The reality of the 2021-2025 period shows that the trade infrastructure system has been significantly strengthened, directly contributing to stimulating demand and boosting consumption.

While there were approximately 800 supermarkets nationwide in 2020, that number has now exceeded 1,200, along with more than 300 shopping malls across the country. These are not just retail outlets, but also important "junctions" connecting production with consumption, promoting the consumption of domestic goods, especially Vietnamese products.

Simultaneously, logistics infrastructure has been significantly expanded and modernized. The country now boasts over 30,000 modern warehouses and 6 new Tier 1 logistics centers, contributing to improved efficiency in transportation, circulation, and distribution of goods. Thanks to improvements in infrastructure, process digitalization, and supply chain optimization, Vietnam's Logistics Performance Index (LPI) has risen from 53rd place in 2007 to 43rd place in 2023 on the global ranking – a remarkable achievement.

The development of commercial infrastructure is also vividly demonstrated through large-scale retail business models. Mr. Danny Le, General Director of Masan Group, stated that with the Winmart and Winmart+ supermarket systems, the group had over 4,300 outlets nationwide by the end of Q3/2025. The company's long-term vision is to expand WinCommerce to 10,000 stores within the next five years, with an expected opening of 1,000-1,500 new outlets in 2026 alone.

Meanwhile, Saigon Co.op, starting from its origins as the Ho Chi Minh City Purchasing and Selling Cooperative, has, after more than 35 years of development, built a network of nearly 1,000 sales points, covering diverse models from convenience stores, supermarkets, hypermarkets to shopping malls and e-commerce.

From a macro perspective, the Prime Minister recently signed Decision No. 2326/QD-TTg dated October 21, 2025, approving the Strategy for the Development of Vietnam's Retail Market until 2030, with a vision to 2050. This decision sets out clear directions: promoting the transformation of the retail distribution system towards modernization, harmonious development between urban and rural areas, strengthening the application of technology, digitizing buying and selling activities, and ensuring criteria for safety, traceability, and environmental protection.

The Party Committee of the Ministry of Industry and Trade's special attention to developing commercial infrastructure not only has immediate significance in stimulating demand, increasing total retail sales and consumer service revenue, but also creates a solid foundation for import and export of goods, enhancing the competitiveness of the Vietnamese economy in the long term. This is a strategic choice, demonstrating foresight and sustainable development thinking in the context of deep integration.
