At the conference on implementing the Hydrogen Energy Strategy organized by the Ministry of Industry and Trade on February 22 in Hanoi, opinions said that issuing a hydrogen energy strategy is extremely necessary, opening up new development space for the Vietnamese energy industry in the direction of Green, clean and sustainable.
However, this is a new field, so authorities need to focus on perfecting policy mechanisms, as well as taking advantage of technological advantages to serve the energy transition process.
"Build" the right conversion roadmap
According to Mr. Hoang Tien Dung, Director of the Department of Electricity and Renewable Energy, for the electricity industry, one of the sectors with the highest greenhouse gas emissions, the transition to hydrogen-based energy sources is extremely necessary.
Citing Decision 500 on approving the VIII power plan, which also sets out a roadmap for converting coal-fired thermal power plants to green and sustainable energy sources, Mr. Dung said that by 2050, the goal is to no longer use coal to generate electricity, and completely switch to biomass/ammonia.
However, the most difficult thing at present is the large-scale technological transition to using hydrogen and ammonia gas, but because the production cost is still high, the fuel conversion roadmap needs to take into account technological factors as well as the cost of hydrogen fuel.
Meanwhile, Mr. Ly Quoc Hung, Director of the Department of Science and Technology, emphasized that the Strategy demonstrates the Government's great determination at COP26 to switch to green, clean energy and is in line with the world's development trends in the following years.
"We will closely coordinate with functional units to develop standards and regulations suitable to Vietnam's conditions as well as international law," said Mr. Hung.

On the business side, Mr. Ngo Son Hai, Deputy General Director of Vietnam Electricity Group (EVN) informed that in 2023, EVN proactively assigned consultants to conduct a scientific research project on the overview of the hydrogen market and forecast the development of the hydrogen market in the world as a basis for the group to build the next steps.
Currently, EVN is implementing the development of a roadmap and solutions for energy conversion in the group, including converting traditional factories to hydrogen blending.
EVN representatives proposed to build a mechanism to support hydrogen power generation projects, ensuring competition with other sectors in the system. Furthermore, this is a new sector, so it is necessary to build a standard system for hydrogen power generation to ensure safety in the future.
Mr. Nguyen Van Niem, Deputy Director of Ben Tre Department of Industry and Trade, said that currently, a number of projects are in the process of investment preparation, but the legal framework and research and development of Green hydrogen fuel still have many shortcomings, while the potential of this field still has many different figures and assessments, so the issuance of the Strategy is very timely, with general and quite comprehensive goals in line with the National energy development roadmap, Power Plan VIII...
According to him, hydrogen production projects cannot be implemented because the regulations and implementation guidelines are not specific. For example, to produce Green hydrogen, renewable energy sources such as wind power and solar power are needed, while wind power has been framed in the VIII electricity plan, while self-produced and self-consumed electricity on a large scale still has no specific mechanism..., not to mention that setting the target of producing 100,000-500,000 tons of hydrogen by 2030 is difficult to achieve if the regulations are not issued soon...
Therefore, he recommended piloting a few moderate-scale projects in some potential areas without having to wait for specific regulations as mentioned above in order to gradually develop a suitable and synchronous hydrogen energy market in terms of energy use for other sectors of the economy such as electricity production, transportation, industry, etc.
“Based on practical experience from these projects, along with the development of science and technology in the future, it will develop on a larger scale, when policies are relatively complete and many technologies are completed,” said the leader of the Ben Tre Department of Industry and Trade.
Focus on perfecting the legal framework
According to research and evaluation, hydrogen is a clean, safe, high-heat energy and is considered a priority energy source for development to replace fossil fuels in the future. This is also an energy source that is forecast to account for a significant proportion of Vietnam's total energy structure in the coming time.
Ms. Huynh Thi Kim Quyen, General Director of The Green Solutions Group - Vietnam's first hydrogen production investor in Tra Vinh province, said that Vietnam has more than 3,260 km of coastline, which is a huge advantage for developing renewable energy.
“The reason why we can be confident about becoming the Green hydrogen development center of Asia is because Vietnam has sunshine, wind, and seawater, which are the main raw materials to produce Green hydrogen, and Vietnam has all three of these factors to produce a sustainable source of Green hydrogen…” Ms. Quyen emphasized.

The Government's hydrogen energy strategy also proposes a series of new mechanisms and policies, including diversifying capital sources and investment forms, attracting investment interest from non-state enterprises, and support from international partners; increasing investment in science and technology, human resource development; applying market tools to promote green growth, low-carbon economy, and circular economy; prioritizing international cooperation and communication work to raise awareness of the benefits of the hydrogen economy and the State's policies and guidelines in the field of clean energy to the whole society.
Mr. Nguyen Viet Son, Director of the Department of Oil and Gas and Coal (Ministry of Industry and Trade) said that the overall goal of the Strategy is to develop Vietnam's hydrogen energy ecosystem based on renewable energy, including production, storage, transportation, distribution, domestic use and export with synchronous and modern infrastructure to contribute to ensuring energy security, implementing national goals on climate change, Green growth and the goal of net zero emissions by 2050 according to Vietnam's roadmap and commitment in sustainable, equitable and just energy transition.
Regarding hydrogen energy production, by 2030, deploy the application of advanced technology in the world in: green hydrogen energy production in Vietnam; carbon capture/utilization (CCS/CCUS) associated with the process of hydrogen energy production from other energy sources (such as coal, oil and gas, etc.); strive for the hydrogen production capacity from the use of renewable energy and other processes with carbon capture to reach about 100,000-500,000 tons/year by 2030. “To implement the strategy, the Ministry of Industry and Trade has issued a Plan to implement the Hydrogen Energy Strategy and developed 17 major task groups assigned to specific units for relevant units to implement,” said Mr. Nguyen Truong Son.
At the conference, Minister Nguyen Hong Dien emphasized that the approval of the Hydrogen Energy Development Strategy is a very important event, but it is only the initial result. Therefore, in order to successfully implement this Strategy and make a positive contribution to the socio-economic development of the country, the Minister requested relevant functional units under the Ministry of Industry and Trade to urgently advise on the development and submission to competent authorities for promulgation of specific Plans to implement the goals and solutions set out in the Strategy, ensuring unity and synchronization in the implementation process.
He also requested units to coordinate with relevant ministries and branches to focus on researching and advising competent authorities to promptly amend, supplement and issue new regulations, mechanisms and policies, ensuring consistency, feasibility, and conformity with the country's development situation and international practices, contributing to perfecting the policy and legal framework on the field of hydrogen energy, while monitoring and urging the implementation of hydrogen energy projects in accordance with the functions and tasks of State management of the Ministry of Industry and Trade, promptly advising the Ministry's leaders to resolve difficulties and problems that arise or proposing to competent authorities for consideration and resolution.
The Commander of the Industry and Trade sector especially emphasized the role of international organizations in sharing experience, technology, and training human resources for this new energy sector.
“There needs to be cooperation with foreign partners, international organizations, and development partners so that we can access technology, proactively train human resources, and cooperate in production to ensure that the cost of hydrogen fuel production is reasonable, both to serve domestic needs and export needs,” the Minister added./.
