“Development of public and non-public universities is equal”

The event was held on the morning of November 10 with the participation of former Minister of Education and Training Phung Xuan Nha; leaders and former leaders of the Ministry of Education and Training; leaders and former leaders of Da Nang city; representatives of localities, international organizations and highereducation institutions.

Expectations that non-public universities will play an increasingly larger role in education

Duy Tan University was established on November 11, 1994, one of the first 5 private universities in the country and the first private university in the Central region. In 2015, the school converted to a private type. In October 2024, the Government issued Decision No. 1115/QD-TTg dated October 7, 2024, converting Duy Tan University to Duy Tan University, one of 8 universities in Vietnam and also the first and only non-public higher education institution to date in Vietnam to be converted to a "University" model.

Over the past 30 years, the school has enrolled 153,771 graduate students, trainees, and students; provided society with 87,116 PhDs, Masters, Doctors, Pharmacists, Engineers, Architects, and Bachelors - high-quality human resources contributing to the industrialization - modernization process and socio-economic development of the country.

Speaking at the ceremony, Minister Nguyen Kim Son reviewed the milestones and important achievements of Duy Tan University, and acknowledged and congratulated the school's achievements and valuable contributions to the education sector and the country over the past time.

The Minister affirmed that the establishment and development of Duy Tan University has contributed to changing the public-private structure in the university system, changing the face of higher education, creating many jobs for scientists and learning opportunities for many students, contributing to the cause of innovation in education and training, providing human resources for national development.

Emphasizing that our Party and State consider the development of public and non-public higher education institutions to be equal, the Minister shared: The policies and management mechanisms of these two sectors are moving towards focusing on quality management combined with inspection, supervision, increasing autonomy, self-accountability and social responsibility.

For public higher education institutions, priority should be given to increasing support for development investment resources, while for non-public higher education institutions, priority should be given to strengthening policies to remove difficulties, create conditions, encourage development and integration with advanced universities.

It is expected that non-public higher education institutions will play an increasingly larger role in education and promote their advantages to develop rapidly, becoming universities among the top universities in Asia, gradually achieving a high position in the world.

“Currently, among the world’s leading universities, a very large proportion are private universities. I really hope that one day in the not too distant future, Duy Tan University will be among the top universities in Asia and move towards the top universities in the world,” the Minister said.

The school's will and aspirations need to be in harmony with the great aspirations of the nation.

With the transformation from Duy Tan University to Duy Tan University, Minister Nguyen Kim Son said that this is a choice of organizational and administrative model, and also a development model that demonstrates maturity and the need for new development from within.

“I hope that this change is not a change of name but a change towards depth, towards unleashing creativity, towards modern and intelligent management. I hope that universities will be operated with a more scientific, more advanced, larger-scale university management apparatus, with a higher mission, a broader and longer-term vision, towards sustainable development,” the Minister shared.

According to the Minister, the change from the organizational model of a university to the organizational model of a university needs to create new motivations and new energies, liberate creativity and create new creative energies for the university to develop faster and stronger. The Government and the Ministry of Education and Training support the choice of this development model by supporting the procedures to transform Duy Tan University into Duy Tan University.

Also on the occasion of this organizational model change, the Minister suggested that the school needs to review its philosophy and development strategy, mission, vision; review university governance, teaching and learning methods, scientific research and scientific publication, attracting and developing human resources in the past time...

“What is good and reasonable should continue to be promoted, what is not reasonable, does not bring prestige and value should be changed. It is necessary to consolidate and strengthen the trust of society by investing in quality in all activities. Putting quality first, considering prestige as the meaning of survival, increasing the persuasion and trust of society, aiming to ensure sustainable development”, the Minister noted.

Believing that the development and development orientation of a university depends on the will and aspirations of the owners and managers of the university, Minister Nguyen Kim Son expects and wishes that the will and aspirations of the school's leaders will be in harmony with the great aspiration of the nation - that is the aspiration to enter an era of self-development.

“Once the school’s aspirations are in harmony with the nation’s aspirations, the aspirations of the teachers will grow together, become stronger together, and that harmony will bring good values for both the public and the individual. After all, great aspirations for the community are neither public nor private, good and kind things are neither public nor private, there are only visions and commitments at different levels,” emphasizing this, the Minister explained that with public schools, there are things that are natural because they are responsibilities in the public system, but with private schools, self-responsibility, self-responsibility for human development, national development depends on the choices and hearts of the owners and the school’s leadership.

I believe that Duy Tan University will be a non-public university that develops with the best spirit as the original wish of the university founder. I hope that all teachers have great ambition, great aspiration, and great vision. Affirming that the country’s development opportunities are also opportunities for universities, the Minister expressed his hope that Duy Tan University will seize the opportunity, accelerate the speed of development and quality of development. He hoped that the university would pay more attention to new fields of science and technology, cutting-edge technology, industries that the country needs both in the short and long term, and also industries that require a lot of investment but take a long time to achieve results.

“Among the factors that the school strives for and develops in the coming time, I hope the school leaders will pay attention to developing a team of lecturers and scientists who are both professionally competent, socially responsible, pure, and academically upright, and are role models for students of the new era,” the Minister noted, affirming that true intellectuals, regardless of the environment, public or private, are exemplary and pioneers of the times and responsible to the nation.

The spirit of the labor hero of the renovation period, Le Cong Co, who is leading the school, needs to become the common spirit of the entire unit. The school needs to increase care and support for students, create attachment between students and the school, and through the good things that students feel about the school, they can see the good things of people, society and our country. By doing so, the meaning of Duy Tan spirit will shine in the new era ”, sending this message, Minister Nguyen Kim Son wished Duy Tan University to continuously develop, develop quickly and successfully.
