Decision No. 283/QD-TTg dated February 19, 2020 of the Prime Minister approving the Project on Service Sector Restructuring Plan to 2020, with a vision to 2025 and Decision No. 531/QD-TTg dated April 1, 2021 of the Prime Minister approving the "Overall Strategy for Service Sector Development in Vietnam for the 2021-2030 period, with a vision to 2050" (referred to as the Strategy) set out the goal: Developing the service sector into a key sector, accounting for a large proportion of the economy with high quality, efficiency and competitiveness, on par with the group of developed countries in ASEAN-4, in accordance with international standards and practices.

The goals must be implemented in the following direction: Promoting institutional reform, improving transparency, efficiency and competitiveness of service sectors in the context of the 4.0 Industrial Revolution and Vietnam's increasingly deep international integration. Promoting restructuring of service sectors based on modern technology platforms, applying achievements of the 4.0 Industrial Revolution, especially in service sectors such as finance, banking, insurance, healthcare,education , transportation, logistics, trade, tourism... Maintaining the growth rate of the service sector higher than the GDP growth rate; gradually increasing the proportion of services in GDP.

To implement the above plan and strategy, the Provincial People's Committee has developed an implementation plan and deployed it to provincial departments, branches, and sectors, and People's Committees of districts and cities. Accordingly, the province set a target of achieving a growth rate of 7.8% in the service sector by 2025; the proportion of the service sector in GRDP reaching 42.68%; the proportion of trained service workers with certificates reaching about 75%; striving for 90% of public service fees to be paid through banks; the rate of Internet users is 95%; the rate of wired broadband Internet subscribers is 80%; the rate of wireless broadband Internet subscribers is 825,520; fixed-line telephone subscribers are 25,352 and mobile phone subscribers are 2,134,515; Vocational training for about 11,000 people, of which training in professions related to service sectors accounts for 35 - 40%.

In addition, the province sets specific targets for public passenger transport to meet about 12% of the province's travel needs; the contribution of the logistics service industry to GRDP reaches 5%. The value of science and technology products and services on the market increases by an average of 22% per year and accounts for 8.5% of GRDP; 15 new science and technology organizations and enterprises are developed. The total number of tourists strives to reach 2.3 - 3 million, of which international visitors account for 40 - 45%; the tourism contribution to the province's GRDP strives to reach 6% or more. By 2025, there will be 33.3 hospital beds and 10.48 doctors per 10,000 people; the health insurance participation rate will reach 96.51% of the population.

By 2030, the growth rate of the service sector will reach about 12 - 13%; the proportion of the service sector will account for about 45.5% of the province's GRDP. After 2030, the service sector will continue to maintain a growth rate higher than the general growth rate of the economy, accounting for a high proportion of the province's GRDP.

4 priority service industries

Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son said: The locality has paid attention to the implementation of the Project on restructuring the service sector until 2020, with a vision to 2025 and the "Overall strategy for developing Vietnam's service sector for the period 2021 - 2030, with a vision to 2050". Thereby, the socio-economic development situation in 2024 has achieved many important results such as: The economic growth rate (GRDP) in 2024 as announced by the General Statistics Office is 5.68%; of which, the service sector increased by 6.29%; the economic structure of sector III reached 41.93%.

According to the Provincial People's Committee, despite the difficult economic context due to the negative impact of the global economic recession, the implementation of the Government's goals has impacted a number of digital technology service industries in the province and brought about positive changes and beginnings in the following industries: finance, banking; logistics, transportation; information technology and communications; science and technology; education and training; healthcare; tourism. trade... contributing to the growth of region III.

Specifically, in 4 priority service sectors, including: Financial - banking services, information technology and communications services, logistics and transportation services, tourism services. In financial - banking services, by the end of 2024, the province will have about 1.3 million bank accounts opened, of which 26.3% of accounts are opened electronically. There are 44,137 points accepting non-cash payments. Transaction results reached about 78 million non-cash transactions with a total value of up to 760 trillion VND, an increase of 35% in quantity and 25% in value compared to 2023, of which, payment via QR Code increased dramatically with 4 million transactions, an increase of 130%.

In information technology and communication services, the application of information technology in management brings efficiency and ensures connectivity. Administrative procedures (qualified) under the jurisdiction of the provincial, district and commune levels have been provided as online public services on the provincial administrative procedure information system (https://dichvucong.bentre.gov.vn) and integrated into the National Public Service Portal.

The province focuses on accelerating digital transformation to support and enhance the experience for tourists. Directing the maintenance and upgrading of the Ben Tre Tourism Information Website; piloting the Ben Tre tourism digital map on the Portal web application platform and Mobile App application; completing the provincial-level scientific and technological research project "Application of 4.0 technology in developing smart tourism in Ben Tre province" phase 1, and implementing phase 2. In 5 years (2021 - 2025), the total number of tourists to the province is estimated at 9,046,071, an increase of 98% compared to the period 2016 - 2020. Total revenue from tourism is estimated at 11,463 billion VND, an increase of 34% compared to the period 2016 - 2020.
