On December 10, Prime Minister Pham Minh Chinh attended the conference to announce the Can Tho City Planning for the 2021-2030 period, with a vision to 2050, and to promote investment in Can Tho City. Also attending the announcement ceremony were representatives of leaders of ministries, central and local departments and agencies, and Can Tho City.
At the Conference, Can Tho City leaders announced the Can Tho Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1519/QD-TTg dated December 2, 2023; introduced the thinking, vision, new development space, potentials, strengths, opportunities, and investment projects in the locality.
In the presence of Prime Minister Pham Minh Chinh , Can Tho City leaders presented the decision approving the investment policy and the memorandum of understanding on investment cooperation to businesses and investors.
Expanding vision to bring Can Tho to new heights
Speaking at the announcement ceremony, Chairman of Can Tho City People's Committee Tran Viet Truong said: Can Tho City planning for the period 2021 - 2030, with a vision to 2050, is the foundation and solid premise for Can Tho City to continue to expand its vision, accelerate breakthroughs, demonstrating the desire to bring Can Tho City to new heights, affirming its role as a core urban area of the Mekong Delta, developing adaptively in the new situation, worthy of the potential position of the Tay Do land.
In addition, the Can Tho City Planning with a long-term vision to effectively promote the city's advantages, serve as a scientific and practical basis for organizing the economic and social territorial space and building 5-year and annual development plans, meeting the general development requirements of the Mekong Delta and the whole country, will be an extremely important legal basis, creating a solid corridor for the sustainable development of the city in the future; is the foundation to take advantage of and exploit the potential and advantages of the locality, ensuring the completion of growth targets in the right direction and achieving the highest efficiency in the shortest time, towards "Can Tho is an ecological, civilized, modern city with a strong identity of the Mekong Delta river region; belonging to the group of fairly developed cities in Asia, becoming a smart and livable city of Vietnam, the center and growth pole of the Mekong Delta region".
To effectively implement and successfully complete the approved goals, with the motto "The success of the business community is also the success of Can Tho city"; The Chairman of Can Tho City People's Committee expressed his hope that domestic and foreign investors, businesses and organizations will pay attention, support and accompany the city's government and people to soon turn this Planning orientation into reality.
The city leaders committed to accompany and create the most favorable conditions for investors and businesses "to turn the feasible ideas of investors and the goals in the Planning into reality soon". The leaders of Can Tho City expressed their determination to make efforts to direct and operate, always accompany and stand side by side, building a friendly, healthy, equal, open and transparent investment environment for businesses and investors to contribute ideas and implement projects in accordance with the established goals.
Focus on exploiting resources, creating momentum for development
At the Conference, Prime Minister Pham Minh Chinh welcomed and highly appreciated Can Tho City for completing and announcing the provincial planning for the period 2021 - 2030, with a vision to 2050, and at the same time organizing investment promotion. The Prime Minister emphasized the spirit of Planning to explore and understand the different potentials, outstanding opportunities, competitive advantages, breakthrough thinking, strategic vision, innovative thinking; clarify difficulties and challenges to have tasks and solutions to resolve, turn "no" into "yes", turn "difficult" into "easy", find opportunities for rapid and sustainable development.
“Building a plan is one step, implementing the plan to promote national development, regional development, and local development is very important,” Prime Minister Pham Minh Chinh stated.
Can Tho is one of the localities receiving great attention and investment from the Party and the State; has a complete, synchronous and favorable system of preferential policies and mechanisms; has a complete planning system. Can Tho is a centrally-governed city, located in the center of the Mekong Delta region, with the basic characteristics of a multi-functional center, with economic, cultural and social influence and is the gateway to the entire lower Mekong region; has favorable natural conditions for agricultural development and aquaculture, seafood processing; at the same time, with its location as the intersection of the two most dynamic economic - urban axes of the region...
However, according to Prime Minister Pham Minh Chinh, Can Tho City still faces many difficulties and limitations such as: limited transport infrastructure, cultural and social infrastructure; the region is facing climate change issues; the region lacks quality human resources to ensure the development process...
The Prime Minister said: In recent times, to overcome the difficulties and limitations that still exist in the Mekong Delta, the Party and the State have had policies and plans to build and develop a transport infrastructure system connecting the North and the South, connecting provinces in the region and the region; developing a system of inland waterway ports, deep-water ports, high-speed railway systems; aviation systems; developing culture - education, health care, etc. to facilitate the development of the Mekong Delta.
Can Tho City is located in the Mekong Delta region. In addition to the goals and orientations stated in the City Planning, Prime Minister Pham Minh Chinh emphasized: “One of the biggest issues that Can Tho City must focus on now is to maximize the development of resources, including human resources, infrastructure resources and public-private partnership resources…”
Specifically, according to Prime Minister Pham Minh Chinh, Can Tho City currently has 3 universities and 4 colleges, so the city must focus on promoting the strengths of endogenous resources, proactively developing with available internal resources, with hands, brains, natural resources, cultural and historical resources... to promote socio-economic and cultural development, ensuring people's lives.
In particular, Can Tho City must focus on mobilizing and developing emerging industries such as digital transformation, green transformation, renewable energy development, and circular economy to protect the environment; focus on developing the sharing economy and knowledge economy.
In addition, there are resources in terms of mechanisms and policies; effectively exploiting specific mechanisms and policies and continuing to research and propose appropriate mechanisms and policies to create resources for development. The implementation of the Can Tho Planning needs to closely follow the resolutions of the Party, the State, and the National Assembly; connecting with the planning of the Mekong Delta region. Can Tho mobilizes diverse development resources, including State capital, private capital, central capital, local capital, loans, promoting public-private partnership, attracting FDI through administrative procedure reform, improving the business environment to be more open and favorable...
Can Tho City needs to promote the resources of the transport system connecting with the region, connecting with provinces and cities in the region to create new development space, new industrial parks, new tourist areas, develop the logistics system; continue to mobilize public-private partnership resources, foreign investment resources, to do so, it is necessary to create an open and favorable investment environment, focusing on implementing administrative procedure reform...
For the business community and investors, the Prime Minister suggested having a long-term, sustainable business strategy, properly implementing investment commitments, cooperation agreements, complying with the law; implementing a good business culture, the spirit of "harmonious benefits, shared risks"; "what is said must be done; what is committed must be done effectively".
The Prime Minister requested relevant ministries and branches to effectively implement the Party's guidelines and policies, the State's policies and laws, and the direction of the Government and the Prime Minister; always accompany and promptly and effectively resolve recommendations and proposals from Can Tho and the people and businesses; promptly complete relevant legal regulations and policies./.
