(Quang Binh Portal) - On March 20, 2025, the Provincial Steering Committee (SC) on the arrangement and reorganization of administrative units (AUD) at district and commune levels held its first meeting chaired by comrade Le Ngoc Quang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the SC. Attending were comrade Tran Hai Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the SC; comrade Tran Phong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing SC, along with comrades in the Standing SC and members of the Steering Committee.

Overview of the meeting

Speaking at the meeting, the Provincial Party Secretary and Head of the Steering Committee emphasized that the rearrangement of administrative units is not simply a matter of organizational structure, but more importantly, how to make the government model after the rearrangement operate effectively, be close to the people, and best serve the people and businesses. Therefore, the implementation process needs to carefully review the reality of each locality, assess the objective and multi-dimensional impacts; develop a reasonable rearrangement plan that does not cause major disruption to people's lives; ensure the effective arrangement and assignment of cadres, civil servants, and public employees, the right people, the right jobs, and promote propaganda work to create consensus among cadres, party members, and people, so that the implementation process takes place smoothly and achieves the highest results.

According to the Department of Home Affairs, on March 14, 2025, the Standing Committee of the Provincial Party Committee issued a Decision on the consolidation of the Steering Committee for the arrangement and reorganization of administrative units at district and commune levels in Quang Binh province, consisting of 26 members, headed by Comrade Le Ngoc Quang, Secretary of the Provincial Party Committee.

Also according to the report of the Department of Home Affairs, Quang Binh has 08 district-level administrative units, the total number of commune-level administrative units is 145 units. As of March 1, 2025, after the arrangement, district-level specialized agencies have 81 specialized agencies; 550 public service units; 2,899 commune-level officials and civil servants under the management of the government. Implementing the policy of arranging administrative units at all levels and building a 2-level local government organization model, the Department of Home Affairs is urgently deploying the work of advising on the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model to ensure progress and regulations.

Speaking at the meeting, the Provincial Party Secretary and Head of the Steering Committee emphasized that the rearrangement and reorganization of administrative units at district and commune levels is not simply an administrative requirement but a strategic step to improve the effectiveness and efficiency of State management, create a strong driving force for socio-economic development and improve people's lives. In order to effectively implement the policy of not organizing at the district level as well as rearranging administrative units at the commune level, ensuring the construction of the provincial apparatus in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency, he requested the Standing Committee of the district Party Committee to urgently establish the district-level Steering Committee, develop a plan to merge communes according to scientific and reasonable principles; directly direct the work of reviewing and developing a plan to merge commune-level administrative units in the area.
