The Ministry of Ethnic Minorities and Religions is drafting a Prime Minister's Decision approving the Project on dissemination and legal education appropriate to each subject and ethnic minority area.

The draft clearly states the general objective of the Project is to improve the effectiveness of the dissemination and education of law for each subject and area of ​​ethnic minorities, create a clear change in awareness and consciousness of law compliance for people in ethnic minority areas, ensure the organization and implementation of unified, synchronous and effective ethnic and religious policies, harmoniously resolve relations and interests between ethnic groups, consolidate the strength of great national unity, for the goal of a rich people, strong country, democracy, fairness and civilization; minimize and eventually eliminate violations of the law due to lack of understanding, contribute to promoting socio -economic development, building and perfecting the socialist rule of law state of Vietnam.

Improve the effectiveness of legal dissemination and education for each subject and locality of ethnic minorities.

Complete popular applications and legal education in the languages ​​of ethnic minorities, suitable to the characteristics of each subject and locality.

According to the draft, the specific goals for the 2026 - 2030 period are to develop and digitize training materials for legal reporters, legal propagandists, party cell secretaries, village and hamlet chiefs, prestigious people among ethnic minorities, religious dignitaries and officials.

100% of legal reporters and propagandists who disseminate and educate the law in ethnic minority and mountainous areas are strengthened and completed in sufficient quantity and standards according to the provisions of the Law on Dissemination and Education of Law and documents guiding its implementation; 95% of legal reporters and 80% of legal propagandists who disseminate and educate the law in ethnic minority and mountainous areas; 70% of Party cell secretaries, village and hamlet chiefs, prestigious people among ethnic minorities, religious dignitaries and officials are trained and fostered in skills and expertise in disseminating and educating specific laws according to the Framework Program and the set of documents issued by the Ministry of Ethnic Minorities and Religions (or the Ministry of Justice ).

30% of people in ethnic minority areas, 50% of people in areas with difficult or especially difficult socio-economic conditions, remote areas, border areas, and areas with complex security and order conditions are disseminated and educated about the law in appropriate forms. Of which, at least 30% of activities to disseminate and educate about the law are carried out in the languages ​​of ethnic minorities; 50% of legal provisions directly related to ethnic minorities and ethnic minority areas are translated into the languages ​​of some ethnic minorities.

Complete the review of customs and practices that are contrary to the provisions of the law to mobilize their elimination; complete the development of popular applications and software, and legal education in the languages ​​of ethnic minorities, suitable to the characteristics of each subject and locality of ethnic minorities.

At least 50% of people in ethnic minority areas, 80% of people in areas with difficult or especially difficult socio-economic conditions, remote areas, border areas, and areas with complex security and order conditions are disseminated and educated about the law in appropriate forms. Of which, at least 50% of the activities of dissemination and education about the law are carried out in the languages ​​of ethnic minorities.

100% of legal provisions directly related to ethnic minorities and ethnic minority regions are translated into the languages ​​of some ethnic minorities.

Basically, mobilize to eliminate customs and practices that are contrary to the provisions of the law; there will be no more violations of the law caused by customs and practices; maintain and expand popular applications and software, and educate the law in the languages ​​of ethnic minorities, suitable to the characteristics of each subject and locality of ethnic minorities.

Build mechanisms and preferential policies, specifically to encourage legal reporters and propagandists

To achieve the above goals, one of the tasks and solutions set out in the Project is to raise awareness and responsibility of all levels and sectors about the role and importance of disseminating and educating the law suitable for each subject and locality of ethnic minorities.

Review, research, propose amendments and supplements to the Law on Dissemination and Education of Law and current legal documents related to dissemination and education of law for ethnic minority subjects and areas, ensuring specific regulations on content, form and implementation mechanisms and policies, especially specific funding mechanisms to ensure implementation of forms of dissemination and education of law in the languages ​​of ethnic minorities.

Research and develop mechanisms and preferential policies, specifically mobilizing and encouraging legal reporters and propagandists to disseminate and educate the law in ethnic minority areas, Party cell secretaries, village and hamlet chiefs, prestigious people among ethnic minorities, religious dignitaries, officials in religions and organizations, businesses, and experts to participate, support, and implement tasks and solutions to disseminate and educate the law in ethnic minority areas.

Review, research, and identify customs and practices that are contrary to the provisions of the law, hindering the effectiveness and efficiency of the dissemination, education, and enforcement of the law in order to propagate and mobilize for their elimination or take appropriate measures to handle and intervene.

Strengthening the mobilization of resources to participate in the dissemination and education of law in ethnic minority and mountainous areas.

Encourage and mobilize members of the Central Committee of the Vietnam Fatherland Front and its member organizations to participate in disseminating and educating the law in ethnic minority and mountainous areas; guide and direct members to actively improve their legal knowledge and skills in disseminating and educating the law to participate as legal propagandists in the grassroots areas of ethnic minority and mountainous areas.

Encourage regional courts in important areas, complicated in terms of security, order, social safety, remote areas, and border areas to strictly handle cases of law violations due to backward customs and practices; strengthen the dissemination and education of law through mock trials and mobile trials.

Mobilize and promote the social responsibility of lawyers, jurists, legal experts and other invited subjects to participate in disseminating and educating the law in ethnic minority and mountainous areas; mobilize organizations, businesses and individuals to support human resources, funding, facilities, means and participate in disseminating and educating the law in ethnic minority and mountainous areas.
