Digital transformation is not just a trend, but a central task and a breakthrough in achieving socio -economic development goals. The "Digital Literacy Movement" is a practical step in building a digital society .

On June 18, 2025, the People's Committee of Ca Mau province launched the "Popular Education Movement". To date, the movement has been widely implemented by communes and wards, reaching every hamlet, village, residential area, and household.

In implementing this movement, cadres and Party members play a pioneering and exemplary role; thereby spreading the spirit of self-learning and viewing the self-improvement of digital knowledge as a self-driven need for every citizen.

Leading the way in this movement is the Youth Union, which directly guides and assists people in accessing and using online public services, cashless payments, and other digital utilities to serve their lives.

Youth union members in Khanh Hung commune guide residents in submitting online applications through the National Public Service Portal, making online payments, and integrating electronic health records.

Youth union members and young people not only provide support at the Public Administrative Service Centers in communes and wards, but also go "door-to-door" to guide people, with the goal of ensuring that at least one person in each family is proficient in basic digital skills. Priority is given to disseminating information and providing guidance to the elderly and those unfamiliar with smartphones, so that all citizens can access and utilize the benefits of science and technology, innovation, and digital transformation to serve their lives.

Equipping oneself with digital knowledge and skills begins with the simplest, easiest things to do; for example, getting a queue number when going to the Public Administrative Service Center to complete procedures.

Mr. Le Van Banh (67 years old) from Hamlet 1A, Phong Hiep commune shared: “The staff at the center guided me on how to choose the department I wanted to contact to carry out administrative procedures and get a queue number. Initially, I didn't understand, but after being guided, I found it quite easy.”
