The family of Mr. Le Manh Hung, Vice Chairman of the Military Command of Muong Phang Commune, Dien Bien Province, currently lives in Group 12, Dien Bien Phu Ward, Dien Bien Province. His wife is a freelance worker, earning about 8 million VND per month; the older child is in secondary school, the younger child is starting first grade. He said that after the merger of administrative units, the tasks and work of officers and employees of the Military Command at the commune level have changed a lot, becoming more difficult than before when many tasks at the district level were assigned to the commune. With higher responsibilities, the team of officers must also be more proactive. Mr. Le Manh Hung added: “After more than a month of operating under the two-level local government model, everything is gradually stabilizing. The fact that the PCHT and the assistant of the commune-level military command are civil servants is a great motivation for us to feel secure in our work and wholeheartedly devote ourselves to the cause of national defense. With the stability of policies and the trust of superiors, I and my teammates will do a good job of advising, completing our tasks well, contributing to building Muong Phang commune stronger and stronger.”

After rearranging the administrative unit, he and his teammates were busy rearranging rooms and equipment to stabilize the workplace and ensure smooth operations. Along with that, they focused on reviewing all documents, especially the defensive combat plan, to rebuild from scratch to suit the new location and scale. The new Dong Cuong commune area is larger, requiring the commune Military Command to strengthen its grasp of the political security situation, ensure national defense and security in the entire area; and familiarize itself with the work contents transferred from the district Military Command. “Despite the large workload and many challenges, the working spirit of all cadres of the Dong Cuong commune Military Command is still maintained well. In addition to the assigned responsibilities, from July 1, 2025, I am also a civil servant, so I must perform well the responsibilities and tasks of a civil servant. With the attention of the Party, State and Army, I will work with my comrades in the commune Military Command to advise and closely coordinate with all levels and sectors to excellently complete military and national defense tasks after the merger,” said Mr. Ly Van Tuan.

Sitting next to Ly Van Tuan, comrade Do Van Toan, Military Assistant of Dong Cuong Commune Military Command, shared: “Being a civil servant, we will enjoy more benefits, but our obligations and responsibilities are also greater. After the work has basically stabilized, we will focus on studying new regulations and instructions, and at the same time, organize self-study and training to quickly grasp and deploy these new areas of work.”

According to the two-level local government model, the Military Command of communes, wards, and special zones (commune level) is the core force carrying out military and defense work at the grassroots level; directly contributing to maintaining political security, order, and social safety in the area; taking the lead on the front line in preventing and fighting natural disasters, epidemics, searching and rescuing, and supporting people in difficult times... The Law amending and supplementing a number of articles of 11 laws on military and defense stipulates that from July 1, 2025, the Deputy Commander (PCHT) and Assistant Commander of the Commune-level Military Command will be civil servants instead of non-professional cadres as before, which is a correct policy; recognizing and correctly assessing the role and position of the commune-level military force in the political system and in the cause of building a national defense for all people. This will contribute to stabilizing the organization and staffing, improving the professionalism and responsibility of the PCHT team and assistant commanders of the Commune-level Military Command; create conditions for them to enjoy the same regimes and policies as other civil servants, and to be assured of long-term commitment to their tasks. The team of PCHT and assistants of the commune-level military command need to improve their sense of responsibility, actively study, practice political qualities, moral qualities, and professional capacity, to better meet the increasingly high requirements of national defense and military tasks at the grassroots level. In addition, this team of cadres must proactively grasp the area, closely coordinate with forces inside and outside the Army to effectively advise the Party Committee and authorities in handling complex situations occurring in the area.

In order for the regulation to be effective, one issue that needs attention is the working conditions, equipment, and means of serving the tasks at the commune-level military command. This is a factor that affects the mindset, feelings, and quality of performing the tasks of grassroots military officers. Therefore, it is necessary to have the attention and synchronous investment of all levels and sectors in supplementing and adjusting policies to support the material and spiritual needs of the team of officers at the commune-level military command in the current period.

Compared to the past, the military and defense tasks at the commune, ward and special zone levels (commune level) are now expanded in both content and quality requirements. Accordingly, the commune-level military command not only advises the local Party Committee and government on the task of building a national defense for all people and building a solid defense zone, but also directly deploys and organizes the implementation of tasks such as: Training militia and self-defense forces, selecting and calling citizens to join the army, coordinating to maintain political security, order and social safety, participating in the prevention and control of natural disasters, epidemics and other urgent tasks.

I think that the regulation that the Deputy Commander and Assistant of the Commune Military Command are civil servants is a very correct policy, demonstrating the deep concern of the Party, State and Army for military and national defense work at the grassroots level. This not only helps to enhance the position, ensure the regime and policies for commune-level military officers, but also motivates us to work with peace of mind and stick with our tasks for a long time.
