The congress was attended by 250 official delegates representing more than 1,700 party members from 63 grassroots party organizations under the Lien Huong commune party committee. Comrade Tieu Hong Phuc, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, attended and delivered a speech directing the congress.
Lien Huong commune was newly established after merging administrative units including Phuoc The commune, Phu Lac commune, Binh Thanh commune and Lien Huong town, with a natural area of 128.23 km² and a population of over 70,700 people.
This is a large area, densely populated, diverse in natural, economic , cultural and social conditions, creating a favorable foundation for comprehensive development of the following areas: Marine economy , agriculture, trade - services and coastal tourism.
Speaking at the opening of the Congress, comrade Tran Sinh Toan, Secretary of the Party Committee of Lien Huong commune, emphasized: This Congress has special significance, being the first congress after the commune was arranged according to the 2-level government model.
This is a historical milestone marking a new development step of the Party Committee and People of Lien Huong commune, demonstrating high political determination in improving the effectiveness and efficiency of State management, promoting potential and advantages to bring Lien Huong commune to develop quickly and sustainably.
The congress identified the key themes as promoting the building of a clean and strong Party and political system; promoting the strength of the great national unity bloc; maintaining national defense and security; effectively implementing administrative reform and digital transformation; promoting potentials and advantages to bring Lien Huong commune to rapid and sustainable development.
In the 2025 - 2030 term, the Party Committee, government, political system and people of Lien Huong commune are determined to promote solidarity, innovate thinking, arouse development aspirations, take full advantage of opportunities, overcome difficulties, and strive to complete the targets and tasks set out in the 2025 - 2030 term.
Some key targets by 2030
1. The rate of schools meeting national standards is 75%.
2. The poverty rate decreased according to multidimensional poverty standards, reaching the target assigned by the province.
3. The rate of population participating in health insurance reaches 95%.
4. The rate of trained workers reaches over 80%; of which, trained workers with degrees and vocational certificates reach over 37%.
5. The rate of rural households using clean water reaches 65%, and hygienic water reaches 99%.
6. The rate of solid waste collection and treatment in rural areas reaches 85%.
7. Building communes that meet advanced new rural standards.
