On July 15, Mr. Vu Le Cac - Deputy Director of the Department of Home Affairs of Dak Lak province - said that the unit had worked many times regarding the vice president of the martial arts association using a fake high school diploma, but he still refused to leave his position.
According to the records, Mr. Le Van Kinh - Vice President of the Traditional Martial Arts Association of Phu Yen Province (formerly) - was determined to have used a fake high school diploma to run for the position of Vice President of the Association.
Previously, on April 8, the People's Committee of Phu Yen province (before the merger) requested verification of the information accusing Mr. Kinh of using a fake diploma. On April 17, the Department of Culture, Sports and Tourism of Phu Yen coordinated with the Departmentof Education and Training of Ho Chi Minh City to verify and conclude that Mr. Kinh was not on the list of people who were granted a high school diploma.
Phu Yen Department of Home Affairs later confirmed that he did not have the 12/12 education level and did not meet the criteria to participate in the executive committee according to the congress personnel plan on August 21, 2024.
Deputy Director of Dak Lak Department of Home Affairs Vu Le Cac said that when preparing the project to establish the Phu Yen Province Traditional Martial Arts Association for the 2025-2030 term, Mr. Kinh's profile was initially confirmed as valid. However, after receiving feedback regarding his qualifications, the department requested a re-examination.

The verification results from Ho Chi Minh City confirmed that Mr. Kinh was not granted a degree, meaning he used a fake degree to complete his candidacy. "When the conclusion was out, I invited Mr. Kinh to work many times, asking him to resign to preserve his personal and organizational reputation, but he did not agree," Mr. Cac said.
According to him, Phu Yen is currently merging into Dak Lak province, so this martial arts association will have to rebuild the personnel plan for the 2025-2030 term. With the above conclusion, Mr. Kinh is not qualified to hold any leadership position in the association when the plan is approved by the Dak Lak Provincial People's Committee.
Organizing belt upgrading exams against regulations
In addition to Mr. Kinh's violations regarding his qualifications, the Phu Yen Traditional Martial Arts Association (formerly) also organized belt upgrading exams and issued certificates to many martial artists using certificates from the Kim Long Vo Dao sect that were not in accordance with regulations.
The Department of Culture, Sports and Tourism of Phu Yen has ordered the cancellation of all exam results and the revocation of certificates of violations. At the same time, it has requested related martial arts associations and the Vietnam Traditional Martial Arts Federation to coordinate in handling the matter.
In addition, the department also requested to review traditional martial arts clubs and practice locations registered under the association's members for handling according to regulations.
