An Nghia commune is operating stably after the merger.

The newly formed An Nghia commune in Phu Tho province was created by merging the entire natural area and population of three commune-level administrative units: Ba Hang Doi town, Phu Nghia commune, and Phu Thanh commune. This provides favorable conditions for the commune's economic, social, security, and national defense development; local residents have adapted to the new life after the merger.

An Nghia commune has a total natural area of ​​9,448.67 hectares, with 35 villages, a total of 6,770 households, and a population of 26,801 people. Of these, the Kinh ethnic group accounts for 49.3%; the Muong ethnic group accounts for 49.1%, and the remainder are other minority ethnic groups. The level of education is relatively uniform, and the infrastructure is quite well-developed, with National Highway 21A, Highway 12B, and the Ho Chi Minh Highway passing through the commune; 98.3% of the inner-city roads are paved with concrete.

Mr. Duong Minh Duc, from Hamlet 7, An Nghia Commune, happily stated at the Commune's Public Administrative Service Center: "Through the village and commune's propaganda efforts, we have clearly understood the policy and significance of the administrative unit reorganization and have complete confidence in the leadership of the Party and government in developing the commune further. Before coming here to request the certification of personal documents, I was worried about potential disruption under the new model, but upon arrival, I found the procedures to be handled quickly and more conveniently than before."

After its establishment and the appointment of key leadership positions, An Nghia commune promptly implemented tasks to improve the organizational structure and personnel work of the Party Committee, People's Council, and People's Committee. Specialized agencies and administrative organizations under the People's Committee were established and began operating according to their functions and duties as stipulated in legal documents and guiding documents from higher levels; they proactively advised the People's Committee on the timely implementation of tasks, especially in serving the people in resolving administrative procedures at the commune's Public Administrative Service Center.

After two weeks of implementing and operating the two-tiered government model, the People's Committee of An Nghia commune has initially stabilized its organization, maintained operational order, and implemented professional tasks synchronously. The commune's staff and civil servants have basically met the job requirements, quickly adapted to the new model, actively applied information technology, and are gradually meeting the demands of their work, especially in key areas such as digital transformation and administrative reform. The proactive spirit, willingness to learn, and good coordination among specialized departments have ensured uninterrupted work during the operation of the two-tiered local government model.

Regarding facilities, An Nghia commune uses the former Phu Nghia commune headquarters as the new An Nghia commune Party Committee and People's Committee headquarters, and the Chua Tien bus station as the new An Nghia commune People's Council and Fatherland Front committees. After repair, upgrading, and renovation, the number of working rooms is basically sufficient for officials, civil servants, and employees. As for technical infrastructure, after repair and upgrading, the information technology equipment system at the An Nghia commune People's Committee headquarters basically meets the needs for professional work, administration, and serving the people.

Desktop computers, printers, network equipment (modems, switches, Wi-Fi), and photocopiers are operating stably, ensuring the processing of electronic documents, the use of business software, and access to online public service systems. The internal network infrastructure is relatively well-connected, facilitating data sharing and internal communication between departments. The geographical distance between the various locations and the new commune center, with the furthest being over 15km, allows residents to quickly access administrative services...

An Nghia commune has many advantages for socio -economic development.

However, after two weeks of operating the new model, the commune encountered some difficulties. The commune had not yet been allocated a budget, therefore, the expenditure tasks using state budget funds by the local government were carried out according to Official Letter No. 22/STCQLNS dated July 3, 2025, from the Department of Finance of Phu Tho province. Regarding the allocation of resources for recurrent expenditures and investment in infrastructure development at the commune level in the newly expanded areas, the funds of the three communes before the merger were limited. Some expenditures had already been made before the merger, leaving little remaining funds, only enough to cover basic recurrent tasks for the last six months of the year. This led to difficulties in funding investments in physical infrastructure, office buildings, and equipment procurement.

Particularly for the Public Administrative Service Center, the limited space and high volume of citizen transactions after the merger have resulted in insufficient waiting areas. Most of the staff's computers are old and have low specifications, making the software inadequate. Some staff members currently lack computers and printers for their work. To date, the electronic civil registration software at the commune's Public Administrative Service Center is not yet operational and cannot process birth, death, and marriage registrations; it has not been updated with new procedures. Furthermore, a review of the public address systems in villages and residential areas reveals that some are malfunctioning and unable to receive signals, hindering effective public awareness campaigns.

Comrade Nguyen Ngoc Van - Chairman of the People's Committee of An Nghia commune, said: In the new conditions regarding mechanisms, human resources, and infrastructure, although there are still difficulties, with the determination to maintain spirit, share, listen, and connect, these are key factors that help the commune's apparatus operate better. To ensure stability and effectiveness in the activities of the Party Committee, government, and local people after the merger, the commune requests the Provincial People's Committee to soon submit the 2025 budget estimate to the Provincial People's Council.

At the same time, relevant departments and agencies were instructed to update the civil registration data of the old communes into the new commune's account to facilitate the retrieval and processing of administrative procedures for citizens; additional accounts were opened for leaders to sign documents and for civil servants to process files.
