On the afternoon of June 14, the provincial working delegation led by Mr. Hoang Van Thach, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, had a working session to inspect the implementation of socio -economic development goals, state budget estimates, and the first phase of public investment plan for 2024 in Ha Lang district.

In the first half of 2024, agricultural and forestry production in Ha Lang district was basically stable. The average of the whole district achieved 9.75 new rural criteria/commune. The total budget revenue was over 8.8 billion VND, equal to 35.25% of the estimate assigned by the province. Regarding the results of disbursement of public investment capital, Ha Lang district has implemented 15.8 billion VND, reaching 11.87% of the plan. For the National Target Program on Sustainable Poverty Reduction and projects and sub-projects under the 2024 program, 5.6 billion VND has been disbursed, reaching 5.6% of the plan. It is estimated that by June 30, 2024, the disbursement rate of central budget capital to implement national target programs in 2023 extended to 2024 will reach 60%; public investment capital in 2024 will reach 40%.
At the working session, the delegation discussed and clarified the difficulties and obstacles of Ha Lang district in implementing socio-economic development goals and public investment plans of national target programs. Ha Lang district also proposed and recommended that the Provincial People's Committee consider allocating additional funds for new rural construction so that the district can complete the criteria requiring a lot of investment resources. Provincial departments and branches support the introduction of enterprises and cooperatives to participate in implementing production linkage chains in the area. The Department of Finance is interested in and allocates funds for the district to carry out compensation for people who have used land to build border-view roads in 4 border communes.
In his concluding remarks, Vice Chairman of the Provincial People's Committee Hoang Van Thach requested Ha Lang district to be determined, drastic, and have synchronous solutions to best complete socio-economic development tasks, including directing the implementation of agricultural production, urging the implementation of the target of moving livestock barns out of the floor of houses; monitoring and implementing plans for natural disaster prevention and control, search and rescue; promptly grasping and resolving difficulties and problems in industrial and handicraft production; promoting the implementation of the Project to eliminate temporary and dilapidated houses, having solutions to increase the disbursement rate; speeding up the disbursement of public investment capital, strengthening inspection and urging investors and contractors to speed up the construction progress of works, especially works that are behind schedule; paying attention to reforming administrative procedures; implementing synchronous solutions to increase budget revenue in the area; striving to gradually reduce the proportion of regular expenditures; Carry out well the work of education and training, health care for the people and social security; coordinate to organize well the high school graduation exam in 2024. Departments and branches coordinate to resolve the district's recommendations related to increasing the capacity of operating mines, avoiding the shortage of construction materials.
Previously, the working delegation inspected the field of provincial road 208 projects, from Dong Khe town (Thach An district) - Cach Linh commune, Trieu Au (Quang Hoa district) - An Lac commune, Thanh Nhat town, Duc Quang commune (Ha Lang district) - Chi Vien commune (Trung Khanh district), Cao Bang province - Phase 2; Cao Bang province Reservoir Cluster Project - Pac Thang lake, Khuoi Khoang lake, Co Ngan commune and inspected the Cooperative of stone exploitation and construction materials production, Quang Long commune.
