Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee as Head of the delegation. Accompanying him were representatives of leaders of relevant departments, People's Committees of relevant districts and investors in building infrastructure for industrial clusters.

The delegation conducted field inspections of Nghi Dien Industrial Cluster in Nghi Dien Commune; Do Lang Industrial Cluster and the planned field of Do Lang II Industrial Cluster in Nghi Lam Commune, Nghi Loc District; Thuong Son Industrial Cluster, Thuong Son Commune and Lac Son Industrial Cluster, Lac Son Commune, Do Luong District.
At the places the delegation inspected and worked, representatives of the People's Committees of Nghi Loc and Do Luong districts briefly reported on the investment and construction process of industrial clusters in the area; the shortcomings, limitations and obstacles.

Accordingly, there are currently many industrial clusters in the process of planning and implementation, however most of them face difficulties in infrastructure investment and attracting businesses.
Notably, Nghi Dien Industrial Park has a planned scale of 63.17 hectares by 2030, invested by Thanh Vinh Trading and Production Company Limited, with a total expected investment capital of more than 442 billion VND. However, this industrial park is currently facing a proposal to be abolished due to failure to meet the implementation progress.

The slow implementation also occurred at Do Lang Industrial Cluster. Do Lang Industrial Cluster has a scale of 45.83 hectares, expected to expand to 70 hectares after 2030. Although the detailed planning for 20.10 hectares has been approved, to date this cluster has not had an official decision to establish and has not invested in any technical infrastructure items.
Similarly, Do Lang II Industrial Park, with a planned area of 70 hectares by 2030, although there has been an assessment to select investors to build infrastructure, has not yet been implemented in practice.
Meanwhile, Lac Son Industrial Cluster is one of the earliest approved clusters, with a total scale of up to 72.9 hectares after expansion. The total investment for this industrial cluster is 22.08 billion VND, of which the district has allocated 3 billion VND to implement a number of technical infrastructure items. The first phase area (16.42 hectares) has attracted 4 businesses to operate, achieving an occupancy rate of about 90%.
Thuong Son Industrial Park is also in the process of completing infrastructure, but has not yet attracted any projects.
At the meeting, some infrastructure investors also raised some difficulties, saying that they currently have to adjust the investment scale, move to a new location and hope to receive support from the province and district to reclaim rice fields and clear the site.
Based on the practical inspection and statements of departments, branches and localities, Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee acknowledged the efforts of the two districts in attracting and investing in industrial clusters, contributing to economic restructuring and creating jobs for local workers.
Regarding investment recommendations for each industrial cluster, the Vice Chairman of the Provincial People's Committee requested relevant departments, branches and localities to study and compare with traffic planning, irrigation, and power transmission systems to avoid conflicts.
Currently, the state policy is no longer to invest in industrial cluster infrastructure but to prioritize calling for and attracting investment from socialized sources, so the highest priority is to attract investors. Therefore, the departments and branches, according to their assigned authority, are responsible for advising and promptly reporting to the Provincial People's Committee on each content for consideration and adjustment. If necessary, they will approve the consideration of changing the investor accordingly...

At the meeting, the Vice Chairman of the Provincial People's Committee also suggested a number of new options for investors to develop new land use plans in accordance with the province's planning and orientation.
Regarding the contents and recommendations on changing the location of industrial clusters or changing investors, the delegation will receive them to report to the Provincial Party Standing Committee and the leaders of the Provincial People's Committee.
