At the meeting, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan stated that, after one day of nationwide switching to E10 gasoline distribution, consumption levels were essentially equivalent to those of conventional gasoline.
Specifically, the total consumption of bioethanol fuel nationwide is approximately 29,000 m3/day (compared to an average consumption of 32,000 m3/day of conventional gasoline), as some gas stations are still using up their remaining stock of conventional gasoline.
E10 gasoline retailers display prices in accordance with regulations, and from the time of trial distribution in August 2025 until now, the price of E10 gasoline has always been lower than that of comparable conventional gasoline.

Speaking at the meeting, Deputy Prime Minister Pham Gia Tuc stated that the development and implementation of a roadmap for blending and distributing E10 bioethanol nationwide aims to help consumers use a reasonably priced product, in line with international practices.
At the same time, this also contributes to reducing emissions, ensuring energy security, and developing domestic agriculture .
Recently, the roadmap for transitioning to E10 gasoline has received considerable attention from the public, businesses, and society.
Taking note of the opinions expressed at the meeting, the Deputy Prime Minister requested a consensus on the role and significance of deploying E10 bioethanol, a fuel blend of 90% mineral gasoline and 10% ethanol, produced primarily from agricultural raw materials such as corn, sugarcane, and cassava.
Therefore, the deployment of E10 gasoline is a sound policy, consistent with the national energy development orientation.
"The most important aspect of the policy to switch to E10 gasoline is to create the best conditions for people, consumers, and businesses. The deployment of E10 gasoline not only contributes to reducing emissions and ensuring fuel supply but also lowers prices. Through the implementation process over the past period, E10 gasoline has basically met technical standards and regulations and ensured safety," the Deputy Prime Minister stated.
E10 bioethanol has been widely used in many countries around the world for a long time, including the United States, Brazil, India, Thailand, countries in the European Union (EU), and many others. In many countries, E10 has become the standard fuel on the market for many years, and some countries have even started using E20.
International practice shows that vehicles manufactured according to current technical standards do not encounter technical problems when using E10 gasoline, provided that fuel quality is ensured and technical standards are strictly adhered to. Countries that have successfully implemented this have all adopted a comprehensive approach encompassing standards, quality, blending infrastructure, distribution systems, and communication efforts to guide consumers.
From August 2025, the Ministry of Industry and Trade, together with relevant agencies and businesses, organized a pilot program in several locations such as Hanoi, Ho Chi Minh City, and Hai Phong to assess the actual quality of blending, vehicle reaction, and consumer preferences.
All policies must ensure the rights of consumers.
However, the Deputy Prime Minister pointed out some limitations. Firstly, the information and communication work regarding E10 bioethanol fuel is not yet truly complete, clear, timely, and consistent. Some information about the compatibility of vehicles with E10 fuel has not been specifically explained, leading to concerns among some people.
Information regarding which vehicle types are unsuitable or require special attention when using E10, which fuel types should be used for incompatible vehicles, and the responsibilities of state management agencies, vehicle manufacturers, and fuel businesses in the event of technical issues related to the fuel have not been fully communicated to consumers.
The Ministry of Industry and Trade and other relevant ministries and agencies need to strengthen policy communication so that people and businesses have complete, consistent, and clear information.

The Deputy Prime Minister instructed the urgent development and implementation of a unified nationwide communication plan on the role, significance, and benefits of E10 gasoline; and the transparent disclosure of information related to standards, quality, vehicle compatibility, and measures to protect consumer rights.
In addition, the Deputy Prime Minister emphasized the need to proactively combat and refute false and unverified information.
"Consumer rights are paramount. All our policies must also aim to ensure consumer rights," the Deputy Prime Minister emphasized.
The Ministry of Industry and Trade, in coordination with the Ministry of Construction, the Ministry of Science and Technology, associations, and vehicle manufacturers, is developing a specific guideline for vehicle groups that can use E10 gasoline, clearly identifying specific cases where E10 gasoline is unsuitable or requires special attention...
The Ministry of Industry and Trade must strengthen inspection and supervision of the import and blending process to ensure compliance with standards. "The blending process must not affect the quality of bioethanol products or harm consumers," the Deputy Prime Minister instructed.
The Ministry of Public Security, in coordination with the Ministry of Industry and Trade, the Ministry of Science and Technology, local authorities, and businesses, is monitoring the implementation of E10 bioethanol fuel.
