The communes located in the West of Pho Yen City include: Phuc Tan, Phuc Thuan, Minh Duc, Thanh Cong, Van Phai. Compared to the general level of the city, these are localities with many difficulties, because they are far from the city center, the population is sparse; people's income mainly depends on agricultural and forestry production, and the transport infrastructure is still limited...
Identifying the need to increase people's income as a key task, localities have organized plans for agricultural production to transform towards effectively exploiting land potential, focusing on developing tea trees, fruit trees and planting production forests. Accordingly, every year, localities have actively supported farmers in accessing preferential loans, scientific and technical advances, investing in mechanization, and improving irrigation systems...
At the same time, encourage businesses to cooperate with farmers to accumulate land, change crop structure, gradually form concentrated production areas, and invest in specialized cultivation. Up to now, in the communes, high-quality rice production areas have been formed and developed, with a scale of over 100 hectares; concentrated fruit tree production areas, with an area of over 300 hectares; green tea production according to VietGAP standards with a scale of over 100 hectares...
To make tea cultivation effective, in the past 5 years, Thanh Cong commune has mobilized people to convert over 150 hectares of midland tea to high-yield and high-quality branch tea varieties such as: LDP1, Phuc Van Tien, Bat Tien... Along with propaganda and mobilization of people to change the variety structure, the city organizes training courses, transferring scientific and technical advances in planting, caring for, and harvesting safe tea to households.
Mr. Le Van Tam, a resident of Cover Hamlet, Thanh Cong Commune, shared: The application of the tea production process according to VietGAP standards, organic orientation has significantly improved the quality of finished tea, the selling price is 50-70 thousand VND/kg higher than before. Therefore, my family has renovated the garden land to expand the tea area from 1,000m2 to 1,800m2, at the same time installing a water-saving irrigation system, reducing a lot of labor.

Along with production development, communes also focus resources on investing in building better and better rural infrastructure. In 2023 alone, localities mobilized resources to concretize 82km of rural roads; repair 4 pumping stations, harden 4.6km of intra-field canals; invest in building and renovating 10 school buildings with 54 classrooms... Rural infrastructure in the western communes of Pho Yen city is increasingly invested in and built synchronously, meeting the living and production needs of the people.
Mr. Do Cong Hanh, Chairman of the People's Committee of Phuc Thuan Commune, informed: To complete the goal of the commune meeting advanced new rural standards by 2023, the People's Committee of the commune has issued a plan to build roads; propagate and mobilize people to donate land, promote internal resources to upgrade, expand and concretize rural roads.
Up to now, over 70km of inter-hamlet roads in Phuc Thuan commune have been concreted with a width of 3-5m (an increase of over 36km compared to 2017); over 53km of alley roads have been hardened (reaching 92.4%, an increase of over 11km compared to 2017); over 20km of main intra-field roads have been hardened (reaching 100% and an increase of 12.6km compared to 2017)...
Mr. Duong Van Hien, Head of the Economic Department of Pho Yen City, said: Based on the actual conditions in the western communes, in recent times, the city has also prioritized the arrangement and integration of capital sources, creating conditions for localities to develop the economy and increase people's income. In 2023 alone, the city has allocated 2,100 tons of cement, over 8.4 billion VND for communes to complete infrastructure.
Along with that, the city's professional agency has coordinated with the Department of Agricultural, Forestry and Fishery Product Quality Management (Department of Agriculture and Rural Development) to organize training on techniques for planting, caring for and processing tea according to VietGAP standards for over 180 households; supported 10 water-saving irrigation points on tea trees with an area of 20 hectares, total cost of 700 million VND; supported the planting of over 80 hectares of new production forests...

Thanks to the synchronous implementation of solutions, along with the efforts and consensus of the people, up to now, the infrastructure in the communes in the western area of Pho Yen city has been increasingly improved, the rate of hardened roads has reached over 95%. In the agricultural sector, concentrated commodity production areas have been gradually formed. This has not only increased crop productivity and improved income but also contributed to changing the production mindset of farmers.
In 2023, the value of products obtained per hectare of agricultural land in the western communes will reach 131.7 million VND/ha; average income per capita will reach 68.3 million VND/person/year (an increase of more than 5 million VND compared to 2022)... The economy is increasingly developing, the cultural and spiritual life of the people is also improving.
Currently, Pho Yen City is focusing on implementing the project to upgrade and renovate provincial road 274 to Van Phai and Thanh Cong communes; attracting investment to implement the Glory golf course project with a scale of nearly 54 hectares, total investment capital of over 387 billion VND... When the projects are completed, they will not only contribute to realizing the economic development goal in the western area of the city but also open up opportunities to create more jobs and increase income for people in rural areas.
