When the mass media simultaneously reported that Mr. Luu Binh Nhuong was prosecuted and detained on November 14, 2023, and 8 months later, on July 10, 2024, Mr. Le Thanh Van was also prosecuted and detained, many people were surprised.

"My feet are covered in dirt"...

Before being prosecuted, for quite a long time, Mr. Nhuong and Mr. Van often made strong statements in the parliament about the current state of corruption and pressing social issues related to people's lives. Their frank opinions and statements in the parliament and when meeting with voters, recorded by the press, demonstrated their determination to prevent and fight corruption, which is very much in line with the Party's will and the people's heart. They were not even afraid of conflicts or "getting into trouble" when their strong words could affect many ministries and branches, but in return, they scored many "plus points" in the eyes of the people and public opinion about the spirit of preventing and fighting corruption and negativity.

However, the bold statements on anti-corruption of Mr. Luu Binh Nhuong and Mr. Le Thanh Van have lost their value because they themselves are involved in negativity. The investigation agency determined that, during his time as a National Assembly delegate and Deputy Head of the National Assembly's Petition Committee, Mr. Luu Binh Nhuong had taken advantage of his position and power to influence others for personal gain in the amount of hundreds of thousands of USD. Mr. Le Thanh Van was also prosecuted for the crime of taking advantage of his position and power to influence others for personal gain.

According to information from the Central Internal Affairs Committee , in 2023 alone, more than 270 officials in agencies with the function of preventing and combating corruption and negativity were disciplined because they themselves were corrupt and negativistic, of which nearly 140 cases were criminally prosecuted.

According to the National Assembly's Judicial Committee, one of the main reasons why the implementation of the law on anti-corruption in recent years in many agencies, units and localities has not been really serious, drastic and effective is due to the limited responsibility of setting an example in anti-corruption work of a number of cadres and party members, especially leaders. In fact, there have been officials who, in conferences, on the podium or when meeting with the people, have shouted out the need to resolutely fight against corruption, but they themselves have harassed, harassed and accepted bribes from people and businesses. It is these actions that go against their words that have reduced the effectiveness of the fight against corruption and negativity.

The dark side of sweet words

In the more than 94-year history of our Party, never before have so many senior Party and State officials had to voluntarily leave their seats of power and a series of key officials of many ministries, branches, provinces and centrally run cities been forced to resign, be disciplined, and even criminally prosecuted as in the past 3 years.

According to information from the Central Internal Affairs Commission, since the beginning of the 13th Congress term until now (August 2024), our Party has disciplined 141 officials under the Central Committee's management, including 31 members and former members of the Party Central Committee. This number is 1.3 times higher than that of the 12th Congress term.

A sad reality is that among the cadres who have been disciplined or criminally prosecuted for corruption and negativity, up to 2/3 of the cases had shortcomings and violations from previous terms that were not discovered before being nominated, elected, and appointed by the congress, the collective Party Committee, and the competent superior agency. Is it because the planning, inspection, and internal political protection work of the competent agencies is not strong enough to screen out cadres with shortcomings and violations that they are still appointed to new positions, higher positions?

According to Colonel, Doctor Nguyen Duy Phuong, Deputy Head of the Ho Chi Minh Studies Department (Academy of Politics), a number of cadres, despite having “dirty hands”, still “slip through” the strict personnel work process because most of these people often have the advantage of being eloquent, good at speaking, and speaking well. There would be nothing to discuss if the cadres had the talent to speak to serve the common cause, bringing common benefits to the collective, community, society and country. However, in order to “climb high” to positions of great power and influence in an organization, agency, department, branch, or locality, many people are sophisticated in polishing themselves by being “wise to the point of speaking the right words”.

Before being appointed as Secretary of the Ben Tre Provincial Party Committee (June 2021), public opinion had been gossiping about Mr. Le Duc Tho, a banking businessman who owns a large amount of assets of unclear origin. After Mr. Le Duc Tho was dismissed from all positions in the Party by the Party Central Committee on October 8, 2023, many people questioned why an official who had been dishonest in declaring assets and income, committing very serious, systematic violations that lasted for many years like Mr. Tho, was still recommended and appointed by competent authorities to the highest leadership position of a province?

Discussing this issue, Associate Professor, Dr. Pham Quang Long, former Vice President of Hanoi National University, said that it is really worrying that the lies of many officials today are disguised in many sophisticated forms, transformed by many clever tricks, the most obvious manifestation of which is the situation of doing little, speaking well to please superiors; doing poorly, speaking well to cleverly bypass the "examination" of personnel procedures of the Standing Committee, Party Committee and superiors. Such a style and habit of lying to "make money, gain power" is a very serious manifestation of degradation, rotting public service ethics from the root.

Meanwhile, taking advantage of mass media and modern information technology, many officials also try to "polish" their personal image with vulgar populism. "Thoroughly exploiting their eloquence, they take advantage of their social position and work position to prove that they are "people for the country and the people", finding every way to pour "sweet" words into the psychology of the crowd to attract and entice gullible people to support themselves. But after achieving their political goals, these officials gradually fall into a state of doing bad things like saying one thing and doing another. The cases that have been exposed and the subjects being criminally prosecuted have partly revealed that truth", Associate Professor, Dr. Nguyen Trong Phuc, former Director of the Institute of Party History (Ho Chi Minh National Academy of Politics) commented.

Reality shows that when leaders fall into a state of inconsistency between their words and actions, between words and deeds for a long time, it is no different than accumulating "poison" and then ending their own political lives!

“In reality, the people's trust in the Party is based on specific cadres and Party members who practice what they preach; the Party wants to lead the masses through good cadres and Party members who are always exemplary in all fields...

Cadres and Party members who violate the principles, regulations, and Party Charter, go against the Party's guidelines and policies, the State's policies and laws, do not properly perform their assigned duties and tasks, take advantage of their positions for personal gain, favor their families and relatives... more or less "have their hands dirty" then no one will listen. "Officials" who say one thing and do another, call on others to save while they themselves are extravagant, wasteful, spend money on assets, state funds, and people's tax money, gamble, party excessively... not only do they not set an example, but also damage the Party's reputation and the people's trust".
