Phu Tho prosecutes 2 fraudsters using the trick of "covering the law" for violating vehicles

According to Phu Tho Provincial Police, the unit has just successfully broken up a group of subjects who committed fraud and property appropriation through the trick of "covering the law" for means of transport that violated regulations on road traffic order.

The investigation agency read the search warrant to the house of suspect Tran Ngoc Binh.

Initial investigation results determined that Tran Ngoc Binh, born in 1985, residing in Zone 10, Lam Thao Commune, Phu Tho Province, is the administrator of the Facebook group "Traffic Law and Traffic Safety" and Nguyen Quang Manh, born in 2000, residing in Bong Lang Area, Phung Nguyen Commune, Phu Tho Province, collected money from drivers who violated traffic laws by oversizing, overloading, and expanding the vehicle's body to "cover the law" when participating in traffic.

These subjects regularly record videos and take photos of the patrol and control process of the Traffic Police force, then post them on the Internet to cause harassment and distort people's perception of the performance of duties by the functional forces.

Binh and Manh provided false information that they had a "close relationship" with the authorities and were able to "intervene" and "protect" violating vehicles.

Accordingly, the subjects collect "law-covering" fees at the rate of 300,000 VND/vehicle/day or 3,000,000 VND/vehicle/month depending on each specific case, and at the same time provide a logo with the name "Tran Binh" attached with LED lights or a round logo with the name "BG19", "Traffic Law & Traffic Safety" to stick on the vehicle to "create a sign of recognition and avoid being inspected and handled by authorities".

After verifying and collecting evidence, the Criminal Police Department of Phu Tho Province Police simultaneously searched the residences of Binh and Manh, confiscating many related documents and objects to serve the investigation. Initial results show that from the beginning of 2025 until now, the group led by Binh has received "legal cover" money from many individuals inside and outside the province.

The Investigation Police Agency has issued a Decision to initiate criminal proceedings, prosecute the accused and issue an order to detain Tran Ngoc Binh and Nguyen Quang Manh to investigate the crime of "Fraudulent appropriation of property".
