The Party Committee of the People's Committee of Phu Tho province was established on the basis of merging the Party Committees of the People's Committees of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh .
According to the Department of Home Affairs, the total number of provincial-level cadres, civil servants and public employees (belonging to the government sector) is 24,419 people. Of which, cadres and civil servants are 2,471 people; public service unit employees under the Provincial People's Committee and departments, branches and sectors: 21,220 people; 111 contract employees are 728 people.

The Congress set goals for the 2025-2030 period: Average growth rate of 10.5%/year; GRDP per capita of 190-200 million VND; economic structure with industry-construction accounting for 56%, services 35%, agriculture, forestry and fishery 9%; contribution of digital economy reaching 30% of GRDP; reducing the poverty rate by an average of 1.0-1.5%/year, basically eliminating multidimensional poverty by 2030.
Speaking at the Congress, Provincial Party Secretary Dang Xuan Phong pointed out the characteristics of the Provincial People's Committee Party Committee: a newly established party organization, including party organizations in specialized agencies, public service units under the Provincial People's Committee, a number of state-owned enterprises, and central agencies located in the area. The Party Committee plays a key role in governance, socio-economic development, ensuring national defense and security, and improving people's lives.
He suggested that in the coming term, the Party Committee of the Provincial People's Committee must innovate leadership thinking, development thinking; innovate the state governance model towards serving the people, taking efficiency and satisfaction of the people and businesses as a measure.
The entire Party Committee needs to continue to resolutely implement the policy of restructuring the apparatus according to the two-level government model; perfecting specialized agencies and public service units in a streamlined, synchronous and effective direction; building a team of cadres and civil servants who are "both red and professional", truly servants of the people, with capacity, qualities, courage, daring to think, daring to do, daring to take responsibility, daring to innovate for the common good.
