Phu Yen strives to hand over 100% of the North-South expressway project site by the end of April

No agreement on compensation price
Song Cau town is one of the localities in Phu Yen province where the Quy Nhon - Chi Thanh section of the North - South Expressway Project runs through. However, the section through the town is still stuck with land clearance, mainly residential houses.
Currently, this locality still has 36 households that have not yet handed over their land, mainly houses. Song Cau town has built 5 resettlement areas to accommodate people cleared for the North-South Expressway, but so far only 3 resettlement areas have been completed, the remaining 2 are still under construction.
Mr. Le Xuan Hien, Deputy Director in charge of the Land Fund Development Center of Song Cau town, said that currently, some people in the area of clearance have not yet agreed with the compensation price and have not received compensation.
According to Mr. Hien, there are many reasons leading to the delay in completing the highway site clearance, including the number of affected households, about 1,200 households.

“Currently, in Song Cau town, especially in Xuan Loc commune, there are still problems, mainly households, the number of affected houses is very large. Another reason is the origin of the land, previously in the management process, some households used it for the wrong purpose, so through the process of reviewing and investigating the records, it led to delays”, said Mr. Le Xuan Hien.
The North-South Expressway project through Phu Yen province is over 90 km long, and so far only 88.42 km has been handed over. Tuy An district, Dong Hoa town, and Song Cau town have not yet completed site clearance, and have been delayed many times. The reasons for the delay in site handover are the lack of resettlement land, the delay in approving the site clearance plan, and the organization of the lottery for resettlement land for households to be relocated...
Focus on solving the problem once and for all
Mr. Le Tan Ho, Vice Chairman of Phu Yen Provincial People's Committee, requested the Chairmen of the People's Committees of districts, towns and cities in the province to urgently complete resettlement areas and ensure timely handover of land.
Besides, Mr. Ho also emphasized that the heads of localities are fully responsible to the Provincial People's Committee if there is a delay in the required progress.
“By March 31, Song Cau town must hand over the entire site. Now there is another problem, which is the technical infrastructure, mainly electricity. The electricity system is still stuck, it can be constructed but it is still stuck for the brothers to do, it is difficult to be proactive. It is expected that by the end of April 2024, all the site must be handed over to the investor. It is slow but we will try our best because the start was too slow,” said Mr. Le Tan Ho.
At a recent inspection of the implementation of the North-South Expressway through Phu Yen province, Minister of Transport Nguyen Van Thang said that Phu Yen province is currently facing the biggest land clearance problems in two areas with weak soil, namely Xuan Loc commune, Song Cau town and Ky Lo bridge area, Tuy An district. Of these, the two land clearance problems are related to the issue of deciding the progress of the project, which are weak soil and bridge construction.
Mr. Nguyen Van Thang requested Phu Yen province to promptly handle the site clearance issue, ensuring maximum benefits for the people.
“Although the number of uncleared land areas is not much, I suggest that Phu Yen province focus on resolving this issue completely. During the implementation process, when we have applied all the beneficial measures, if there are cases of deliberate delay and refusal to hand over, we definitely suggest that the province organize enforcement and take drastic action on this matter. We are very clear that the rights of the people must be guaranteed to the maximum extent, and the remaining cases of delay must be dealt with drastically, otherwise it will affect the traffic of the entire route,” said Mr. Nguyen Van Thang.
