Not only equipped with modern equipment and full procedures of digital government, at the "one-stop department" of Phuoc Tin commune, each cadre and civil servant must always implement the principle of 4 pleases: "Hello, sorry, thank you, permission"; 4 always: "Always smile, always be gentle, always listen, always help" and 5 no's: "No authoritarianism, arrogance, causing difficulties, troubles; no bureaucracy, insensitivity, irresponsibility; no corruption, waste, group interests; no flattery, deceit; no taking advantage of positions and powers in performing official duties". Mr. Bui Dinh Hai, a land and traffic civil servant shared: Although there is still a shortage, each cadre and civil servant here is young and has qualifications, capacity, and understanding of information technology. We strictly implement the principle of serving the people.

Mr. Van Dinh Trung, Chairman of Phuoc Tin Commune People's Committee, said: Since August 2023, the Commune Party Committee has issued a plan to implement the construction of a friendly government that serves the people. The Commune People's Committee has basically equipped equipment such as computers to support people in submitting online public service applications and information lookup machines to facilitate people's transactions. The Commune People's Committee has also democratically publicized the annual budget revenue and expenditure estimates; publicized people's contributions; publicized the management and use of public assets... People only need to scan the QR code to display full information.

“In addition, the team of cadres and civil servants, especially the heads of the government, must always be exemplary, friendly and responsible to the people. All aim for a friendly government, serving the people. Currently, from the Party Secretary, the Chairman of the Commune People's Committee and the Vice Chairman of the Commune People's Council, all have specific schedules to go directly to the village to participate in activities with the people, listen to their opinions or resolve urgent cases and recommendations of the people at the grassroots level. From the beginning of 2024 to now, the commune has received nearly 800 records, of which more than 500 records were online and have been resolved," Mr. Trung added.

INTO THE RENEWAL OF THE PROVINCE

Mr. Nguyen Van Hai, Party Cell Secretary, Head of Phuoc Yen Village, Phuoc Tin Commune, was delighted with the changes in the locality. He shared: Since investing in building new rural areas, advanced new rural areas and now a model new rural area, Phuoc Tin has changed significantly, and the people are extremely happy. Right in Phuoc Yen village, not only has it invested in building a spacious, modern, new-style cultural house, but people also enjoy outdoor sports equipment at the cultural house, a football field and cultural institutions serving their material and spiritual lives. The village has also installed fixed fiber optic cable infrastructure, 3G, 4G mobile broadband networks. Phuoc Yen people are very happy, excited, and believe in the Party and the development of the country.

Village cultural houses in the area are fully invested in infrastructure and equipment to serve the living needs of the people.

The Chairman of Phuoc Tin Commune People's Committee shared: According to Decision No. 182/QD-UBND dated February 13, 2023 of Binh Phuoc Provincial People's Committee, implementing the model NTM criteria in 2024, Phuoc Tin commune has met the criteria. For the general criteria such as advanced NTM, we have achieved and maintained 20/20 criteria; ensuring the income criterion at nearly 95 million VND/person/year (the set of criteria requires that in 2024 it must reach more than 92 million VND/year - PV); the model of smart villages and hamlets with digital transformation infrastructure, security camera surveillance system at the village gateways, information technology broadcasting loudspeaker system... all met the requirements. For the digital transformation criterion, Phuoc Tin has implemented online application submission at levels 3 and 4 reaching nearly 70%, exceeding the required rate of the criteria. Currently, 6/6 villages have established a community digital technology team on the Zalo application. The community digital technology team conducts information activities, widely propagating policies and guidelines to the people and has received positive feedback and interaction from the people.

Since the implementation of the model NTM program, infrastructure works in Phuoc Tin have been completely built. From 2021-2025, the commune has invested in building 8 projects in the fields of education, transportation, and culture with a total value of tens of billions of VND. Phuoc Tin has also formed a specialized area for growing durian trees with high economic value, with a growing area code. People's lives have been improved when all infrastructure and cultural institutions are fully met. The model NTM is helping Phuoc Tin "take off" in the coming time.

In 2024, Phuoc Tin achieved and exceeded 14/14 socio-economic development targets. Phuoc Tin Commune Party Committee also completed the Resolution of the Commune Party Congress for the 2020-2025 term 1 year ahead of schedule. That is the basis and motivation for Phuoc Tin Commune Party Committee to enter a new stage full of development prospects. Mr. Doan Ngoc Lam, Member of the Town Party Committee, Secretary of Phuoc Tin Commune Party Committee, said: Preparing to enter a new era, the era of national development, Phuoc Tin Commune Party Committee has identified 2 key tasks and 3 breakthroughs. In particular, building a strong organizational force in quality and stable in quantity to ensure steady operation from commune to village. The breakthrough of the next term is to build a political system in villages; organizations and residential areas must be truly strong, ensuring the mobilization of all resources to promote the strength of great national unity.
