On the morning of August 1, the People's Committee of Binh Phu Ward, Ho Chi Minh City held a ceremony to announce the area exempted from construction permits for a housing project with a detailed 1/500 scale plan in the area.
Mr. Nguyen Huy Thang, Chairman of Binh Phu Ward People's Committee, said that the entire ward has 15 areas with detailed planning at a scale of 1/500. At the end of June 2025, the Department of Construction announced the areas eligible for exemption from construction permits.
In Binh Phu ward, there are 3 projects including: An Duong Vuong market residential area in ward 12, 2.9 ha resettlement area in ward 23 and Rach Ruot Ngua residential area in ward 22 with a total of 384 plots of land.
Mr. Thang said that the announcement of areas exempted from construction permits brings convenience to people when building houses. Since the beginning of July 2025, the ward has reviewed and guided 4 applications according to the policy of exempting construction permits.
In the near future, Binh Phu Ward will continue to propose the Department of Construction to approve the remaining 12 areas in the ward that are exempt from construction permits and announce them in the second phase. At the same time, the ward will also proactively coordinate with planning consultants to develop and approve separate urban designs for areas and roads in the next two projects (expected to be route 26, Phu Lam D residential area) to pilot the expansion of areas exempt from construction permits.
Mr. Nguyen Van Trung, Head of Ward 22, assessed that the announcement of the area exempt from construction permits is an important step forward in urban order management, demonstrating the government's attention to people's needs for construction and housing stability.
Clearly defining areas exempt from construction permits facilitates people in the process of renovating and constructing new works, ensuring consistency in accordance with approved planning.
"We are committed to strictly complying with construction regulations and not allowing illegal or unlicensed construction," said Mr. Trung, affirming that neighborhoods will actively participate in community monitoring and preserving the landscape and environment.
4 steps to apply for construction permit exemption
According to regulations, before starting construction, the investor must send a notice of commencement to the local state management agency for construction (currently the Department of Economics , Infrastructure and Urban Affairs) at least 3 working days before the commencement date.
Step 1: Prepare documents including copies of design drawings prepared by a competent consulting unit and approved by the investor (floor plan, section, foundation, infrastructure connection).
Step 2: Send the notice of commencement to the Ward's Economic, Infrastructure and Urban Affairs Department at least 3 working days before the commencement date.
Step 3: The Department of Economics, Infrastructure and Urban Affairs receives the notice of commencement of construction, assigns a surveyor to record the current status before renovation and repair, and proposes the department leader to sign and issue the notice.
Step 4: The investor does not need to wait for feedback from the ward and can start construction according to the announced time.
Binh Phu Ward was established on the basis of merging the entire Ward 10 and Ward 11 of the old District 6 and part of Ward 16, the old District 8. After the merger, Binh Phu Ward is 2.86 km2 wide, with a population of about 76,000 people.
