Ms. Bui Thi Trang, residing in Van An ward, needed to have her marital status confirmed. According to regulations, her application should be processed within 3 days. However, after receiving all the necessary documents, the judicial officer of Van An ward promptly processed the application and provided the results to her on the same day.

Ms. Giap Thi Thu Hoa, a judicial officer in Van An ward, said that since 2023, Van An ward has implemented the "Administrative Reform in Civil Registration" initiative. Procedures in the field of civil registration and justice, such as determining marital status, birth registration, death registration, etc., after receiving all necessary documents, will be processed and results returned on the same day.

In 2021, Van An ward ranked 15th out of 19 wards in Chi Linh City in administrative reform, although there were limitations in reforming administrative procedures. To overcome this, since 2022, the ward has focused on investing in repairing, renovating, and installing machinery and equipment, and upgrading internet access to facilitate the handling of administrative procedures. The ward renovated and repaired the "one-stop" service center to be modern and user-friendly, installing air conditioning, waiting chairs, and equipping it with computers, printers, and scanners.

In 2023, the ward also invested in installing a surveillance camera system at the "one-stop" service center and in the working corridors, facilitating the ward's leaders and people's inspection committee in monitoring and inspecting administrative activities and receiving citizens.

Van An Ward also tightened discipline and improved the quality of leadership and management. The ward clearly stipulated that officials and civil servants are responsible to the ward's People's Committee leadership for targets, progress, and quality of work. The ward's People's Committee holds monthly and weekly meetings, both extraordinary and regular, on administrative reform. Departments that perform well are commended and rewarded, while those that do not perform well are severely criticized and reprimanded, with the results used in the year-end performance review...

Thanks to these solutions, in 2022, Van An ward rose to 3rd place out of 17 wards and communes in administrative reform in Chi Linh City, and ranked 1st in 2023. In particular, the administrative procedure reform index consistently achieved a perfect score.

In 2023, Van An ward led Chi Linh city in the rate of online payment of fees and charges. This result was due to the locality's strong application of information technology in receiving and resolving administrative procedures. The ward established a team to guide citizens in using online public services. They also promoted and guided people to submit applications online and pay fees and charges online. Since November 2023, Van An ward has been issuing electronic receipts to organizations and individuals when paying fees and charges related to administrative procedures.

Ms. Do Huong Tuyet, a civil servant at the Office of the People's Council and People's Committee of Van An Ward, said that the ward's "one-stop" service department now has an additional youth union official who is knowledgeable in information technology and directly guides people in resolving administrative procedures online. Currently, 100% of ward officials and civil servants use official email accounts to exchange information on professional activities; and are proficient in using the digital certificates and digital signatures that have been issued.

Since the beginning of the year, the People's Committee of Van An Ward has received and processed nearly 1,300 applications. The online fee payment rate reached 70%. The rate of applications received online reached 97.4%; the rate of administrative procedure results reached 99.74%. 100% of administrative procedure applications were processed correctly and ahead of schedule.
