According to RT, during direct Russia-Ukraine negotiations in Istanbul (Turkey) on July 23, Mr. Rustem Umerov, Head of the Ukrainian negotiating delegation, proposed that Russian President Vladimir Putin and Ukrainian leader Volodymyr Zelensky should meet next month to try to break the deadlock.
However, speaking at a press conference after the third round of talks ended, Russian negotiator Vladimir Medinsky said the Russian and Ukrainian leaders should only meet after a peace deal was ready to be signed.

"A face-to-face meeting is meaningless if the agreement is not finalized. The meeting needs to be well prepared and only then it will be meaningful. We have conveyed this point of view to the Ukrainian delegation," Mr. Medinsky said.
“There is no point in meeting just to start negotiations all over again,” Mr. Medinsky stressed.
Kremlin spokesman Dmitry Peskov added that finalizing the agreements would be a necessary precondition for a meeting between President Putin and Mr. Zelensky.
Last month, Mr Putin said he was ready to meet Mr Zelensky at the final stage of negotiations.
During the talks on July 23, the two countries' delegations exchanged positions outlined in their memorandum, but the two sides remained deeply divided on key issues, Mr. Medinsky said.
“Despite the differences, dialogue will continue,” he added, noting that Moscow hopes a fourth round of talks will be held.
