On the afternoon of June 3, at the headquarters of the Royal Cambodian Army in Phnom Penh, General Vong Pisen, Commander-in-Chief of the Royal Cambodian Army, presided over a solemn welcoming ceremony for General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, and a high-ranking military delegation of the Vietnam People's Army on an official visit to Cambodia. The delegation included Major General Nguyen Ba Luc, Deputy Chief of the General Staff of the Vietnam People's Army.
Immediately after the welcoming ceremony, the two sides held talks. At the talks, General Vong Pisen welcomed General Nguyen Tan Cuong and the high-ranking military delegation of the Vietnam People's Army on an official visit to Cambodia; emphasizing that this visit contributes to strengthening the traditional friendship between the two countries in general and the two armies in particular.
General Vong Pisen stated that Cambodia always remembers Vietnam's assistance in liberating Cambodia from the Pol Pot genocidal regime, helping Cambodia revive and develop; and thanks the Party, State, people and the Vietnam People's Army for always providing spiritual and material assistance and support to the country and the Royal Cambodian Army.

The Commander-in-Chief of the Royal Cambodian Army highlighted the results of defense cooperation between the two countries in recent times, such as human resource training; searching, gathering, and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Cambodia; cooperation between military branches and services; search and rescue; twinning activities, and close coordination between border management forces of the two countries...
At the talks, General Nguyen Tan Cuong emphasized that this visit of the delegation aims to implement the results of the meeting between the Politburo of the Central Committee of the Communist Party of Vietnam and the Standing Committee of the Central Committee of the Cambodian People's Party held in Vietnam in February 2025.

The Chief of the General Staff of the Vietnam People's Army acknowledged the substantial and effective results that the two sides have achieved in defense cooperation in recent times. In particular, the exchange of delegations at all levels, especially high-level delegations, has been promoted by both sides, especially the annual meeting of the Defense Ministers of the three countries Vietnam-Cambodia-Laos, which has been maintained and increasingly deepened, substantive and effective. Cooperation forms and mechanisms such as the Defense Policy Dialogue, the Exchange of Young Military Leaders, etc. have become increasingly substantive.

Cooperation in managing and protecting land and sea borders between the two countries has been effectively implemented, thereby contributing to strengthening security and order in the land border areas and historical waters of the two countries.
In addition, cooperation in the fields of politics, ideology, training, defense industry, and defense economics has been enhanced; close coordination and mutual support have been provided in multilateral forums, mechanisms, and international events organized by each side.

At the talks, the two sides shared views on the world and regional situation and issues of mutual concern; highly appreciated the important role of ASEAN in shaping and maintaining the regional security structure, promoting substantive cooperation among member countries, as well as between ASEAN and its partners.
Regarding the East Sea issue, General Nguyen Tan Cuong affirmed Vietnam's policy of always wanting to maintain peace, stability, ensure security, safety, freedom of navigation and aviation; resolve all disputes by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); effectively and fully implement the Declaration on the Conduct of Parties in the East Sea (DOC), and build an effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law.

In the coming time, the two sides agreed to continue to coordinate in advising and effectively implementing the common perception of the two countries' senior leaders and Defense Ministries on military and defense cooperation. The two sides will continue to strengthen cooperation in the political and ideological fields; focusing on propaganda and education on the history, significance and importance of the Vietnam-Cambodia solidarity relationship, and enhancing the exchange activities of young leaders and young officers of the Army. The two armies will continue to effectively combat cross-border crimes; improve the effectiveness and quality of human resource training; and continue to support each other in international and regional issues.

Along with that, General Nguyen Tan Cuong hopes that the Cambodian Government and General Vong Pisen personally will continue to create favorable conditions for the search and repatriation of the remains of Vietnamese volunteer soldiers and experts who died in Cambodia; pay attention to and support the Vietnamese community in Cambodia to have favorable living and business conditions, thereby contributing more positively to the common development of the two countries.
