Cooperation for the people - Linking finance with public administration
According to the cooperation agreement, Agribank will arrange space at Agribank transaction points in Hanoi as "Advice, support, and administrative procedure reception points of the Center for Public Service and Public Administration", helping people and businesses in the city to carry out procedures more quickly and conveniently.
Speaking at the signing ceremony, Mr. To Huy Vu - Chairman of the Board of Members of Agribank affirmed: This is not only a cooperation agreement, but also a convergence of the desire for innovation, the spirit of accompanying the Government and the mission of serving the people of Agribank. During 37 years of construction and development, Agribank has played a pioneering role in accompanying the country through each stage of innovation. The public service model at Agribank is a practical step, realizing the goal of bringing public services closer to the people, reducing procedures, reducing social costs, and enhancing trust in the State and the Vietnamese banking system. And more importantly, it is the strengthened social trust, the State - Bank - People connection is tightened in the same aspiration: " For a developed, civilized, happy Vietnam ". This operating model clearly demonstrates the image of " Government serving - Bank accompanying - People benefiting ", which is not only creative, but also has profound political significance: bringing the Government closer to the people, making banks become an extended arm of the State in administrative reform.

With the business philosophy of "Bringing prosperity to customers" and more than 40,000 officers and employees, more than 2,300 transaction points covering 100% of communes nationwide, Agribank carries a unified belief: "Each Agribank officer is an ambassador of trust, a companion of the Government on the journey of serving the people".
Based on people's needs and the reality associated with banking operations, at transaction points, Agribank will coordinate with TTPVHCC and Tran Anh Law Firm to support people and businesses in need of performing 8 groups of procedures including: Registering secured transactions (mortgages); Deregistering secured transactions (deleting mortgages/released mortgages); Providing land information and data; Registering changes in land use rights and ownership of assets attached to land; Registering changes in cases of name changes or changes in information of land users and owners of assets attached to land; Issuing and exchanging certificates of land use rights, house ownership rights and assets attached to land; Registering the establishment of enterprises and business households; Administrative procedures on household registration...
Progress in administrative reform and digital transformation
With the cooperation model between the three pillars of "Finance - Administration - Legal" at one transaction point, people can be guided, consulted, submit documents and receive results of administrative procedures right at the bank. Accordingly, the time to process administrative procedures is shortened from 10-30 days to 5-10 days; the guidance on documents is synchronized, limiting errors that have to be done many times, reducing the rate of returned documents; customers (individuals and organizations) do not need to travel to many places... These positive results will contribute to improving customer satisfaction with public services and banks. This is the first interconnected model of the three pillars of "Finance - Administration - Legal" deployed in Hanoi, aiming to help people reduce procedures, save time, costs and access transparent and effective public services.
According to Mr. Cu Ngoc Trang - Director of the Hanoi City Public Administration Service Center, the signing ceremony with Agribank to deploy transaction points at the bank is a practical action, realizing the motto: bringing administrative procedures to anywhere, anytime to serve people and businesses outside administrative agencies, outside of office hours.

Mr. Truong Viet Dung - Vice Chairman of Hanoi People's Committee assessed that the cooperation model will be very effective, in line with the policy directed by the Central Government: taking people and businesses as the center of service.
Speaking at the signing ceremony, Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam also welcomed the spirit of the units participating in implementing the integrated model "Finance - Legal - Administration" to bring practical benefits to people and businesses, practically contributing to promoting administrative reform in the banking sector. With the integration of administrative data between the system of the Public Administration Service Center and Agribank, the results achieved will be very positive. The Deputy Governor of the State Bank of Vietnam suggested that, after the pilot implementation period, the units participating in the model should summarize and evaluate the results achieved with specific data to improve the quality of operations.

Pilot implementation at the first 5 transaction points
In the first phase, the model will be piloted at 5 transaction points of Agribank in Hanoi, including: Soc Son Branch - Phu Lo Transaction Office; Ha Tay I Branch - Tan Linh Transaction Office; Ha Tay Branch (Branch Headquarters); Hanoi I Branch (Branch Headquarters) and Tam Trinh Branch (Branch Headquarters).
On the same day, October 8, 2025, Agribank coordinated with the Center for Public Service and Public Administration to organize the opening ceremony of the Public Service Consulting, Support and Reception Point at the Headquarters of Hanoi Branch I (90 Nguyen Tuan, Thanh Xuan Ward, Hanoi).
