New model of education management: Wards and communes have the right to grant junior high school diplomas and appoint principals.

According to the new regulations of the Ministry of Education and Training , effective from July 24, the Department of Culture and Society in wards and communes has the function of assisting the People's Committee in performing the state management function for preschool, primary, secondary and multi-level general education.

This department submits to the People's Committee at the commune level to decide on the establishment or permission to establish, permission to operate educational facilities, suspension of operation of educational facilities; merger, separation, dissolution, and conversion of types of educational facilities under its management.

Kindergartens, primary schools and secondary schools are under the management of ward and commune levels.

Decide on the establishment of school councils, recognition, appointment, dismissal of school council chairman, addition and replacement of members, change of job positions, rewards and discipline for heads and deputy heads of public educational institutions under management authority.

Wards and communes are also the units that decide to grant junior high school graduation certificates.

The Department of Culture and Society is the advisory unit, submitting to the Chairman of the People's Committee at the commune level for approval of job positions, adjustment of job positions and staff structure according to professional titles in public educational institutions under its management authority.

Guide the work of primary school enrollment, supervise schools in the area under management authority to implement the work of assessing educational quality.

According to regulations of the Ministry of Education and Training, when operating a two-level government, the system of kindergartens, primary schools, and secondary schools is assigned to the commune level for management.

Meanwhile, the Department of Education and Training is assigned the task of recruiting, receiving, mobilizing, seconding, and transferring teachers, educational management staff, civil servants, and workers in public educational institutions in the province.
